You will serve as a Student Control Officer in the Plans and Production Department; Operations Division of Training Air Wing SIX (TRAWING SIX).

Duties

You will provide technical guidance, recommendations, and assistance to management and the workforce on established student control policies and procedures. You will develop procedures and guidelines for reviewing and verifying information in the student aviation training jackets and monitor squadrons' compliance to regulations. You will ensure complete compliance with all student training directives; reviews, coordinates, and recommends changes to forms and administrative transmittal of aviation training jackets. You will analyze student training jackets to ensure all training has been conducted in compliance with Chief of Naval Air Training (CNATRA) and Commander Training Air Wing (TRAWING) instructions and policies. You will coordinate with the TRAWING Naval Aviation Production Process Officers (NAPP) to ensure metered flow of international students into the flow of US student training in response to NAPP goals and squadron capacity. You will monitor and provides advice on control and maintenance of documents, files, forms and records to promote organizational efficiency and standardization. You will identify issues where delays or potential delays may exist in training class assignments and formulates corrective action to mitigate adverse effects, primarily excessive Time to Train. You will assess the impact of changes in other areas of the organization and makes corresponding changes in student control policies and processes in accordance with CNATRA policy directives. You will provide the leadership necessary to maintain an effective work force and ensures a continuous flow and exchange of information among employees and between employees and their contacts. You will plan work to be accomplished by subordinates based on short- and long-term priorities, with selective consideration of difficulty and the requirements of the assignments and the capabilities of employees. You will evaluate work performance of subordinates; give advice, counsel, and/or instruction to individual employees on both work and administrative matters. You will interview and select candidates for positions within the office and recommends appointments, reassignments and promotions throughout the Wing's training enterprise. You will identify developmental and training needs of employees and make arrangements to address those needs. You will manage inter/intra-TRAWING student flow, providing 100% oversight, supervision, training, counseling and mentoring to student Naval Flight Officers awaiting class assignment, post-training transfer/re-assignment or re-designation.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying analytical techniques to assess program inefficiencies by analyzing metrics, training assessments and performance data to recommend process changes and improve the efficiency of a training program. For the GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying analytical techniques to identify and evaluate program deficiencies and recommend improvements for program efficiency. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-09:
Successful completion of a master's or equivalent graduate degree;
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree;
OR
Possession of an LL.B. or J.D. that is related to this position being filled;
OR
A combination of experience and graduate education as described above that equates to one year of experience.

For the GS-07:
Successful completion of 1 full year of graduate level education;
OR
Successful completion of a bachelor's degree with superior academic achievement;
OR
A combination of experience and graduate education as described above that equates to one year of experience.

Education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
