You will serve as a Contract Specialist in the Contracting Department of NAVSUP FLC SD GF.
Duties
You will conduct pre-award and post-award functions.
You will be responsible for all aspects of complex and high dollar value procurements from early stages of planning to award.
You will perform contract administration, monitoring contractor performance, resolve disputes with contractor, negotiate all contract modifications, settling claims, and termination of contracts.
You will ensure appropriate funding and required waivers, certifications, approvals and compliances have been obtained for purchase requests.
You will serve as point of contact for assigned procurements.
You will determine appropriateness and reasonableness of proposed labor and overhead rates and labor
escalation factors based on audit reports or other available sources.
You will document results of cost and price analyses and market surveys.
Requirements

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate the following:
GS-12
I have one year of specialized experience equivalent to the next lower grade level GS-11 or pay band in the federal service or equivalent experience in the private or public sector applying a thorough knowledge of contract administration/procurement principles, policies, regulations, and procedures to administer group contracts and post award procurement actions. Specific work experience must demonstrate all of the following duties: 1) Provide knowledge of various contracts, methods of contracting, and selection factors to plan appropriate strategies to procure requirements and conduct negotiations in the pre-award and post-award phases of contracting; 2) Utilize knowledge of program objectives, technical terminology, and uses of equipment or services procured to successfully participate in planning, negotiation, and administration; 3) Provide knowledge of commercial and industrial business practices (e.g., subcontracting of raw materials or services and use of cost analysis techniques) sufficient to identify sources, analyze cost and pricing data, contract proposals, and evaluation of the offers for responsibility; and 4) Ensure appropriate funding and required waivers, certifications, approvals and compliances have been obtained for purchase requests.
GS-11
I have one year of specialized experience equivalent to the next lower grade level GS-9 or pay band in the federal service or equivalent experience in the private or public sector applying knowledge of contract administration/procurement principles, policies, regulation, and procedures relating to contract price/cost analysis, pre-award, and post award procurement actions. Specific work experience must demonstrate all of the following duties: 1) Provide knowledge of contracts and methods of contracting to procure requirements and conduct negotiations in the different phases of contracting; 2) Knowledge of technical terminology and uses of equipment or services procured to participate in negotiations; 3) Knowledge of business practices in order to identify sources, analyze cost and pricing data, and contract proposals; 4) Prepare and issue contracts, purchase orders, tasks order, delivery orders and modifications.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
