You will serve as a LEAD CONTRACT SPECIALIST in the Administrative Contracting Office of SOUTHWEST REGIONAL MAINTENANCE CENTER.
Duties
You will monitor reports on the status and progress of work.
You will serve as coach, facilitator and / or negotiator in coordinating team initiatives and in consensus.
You will assure all team members are aware of and participate in planning and achievement of team goals and objectives.
You will develop new approaches and /or innovative strategies, and contract terms, conditions, and/ or major systems acquisitions.
You will lead teams in assessing its strengths and weakness and provide leadership to the team in exploring alternatives and determining what improvements can be made.
You will research, learn, and apply a wide range of qualitative and /or quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products.
You will be responsible to the Branch Head for assuring that the work of the team is carried out by performing a range of coordinating and supportive duties and responsibilities, communicating and supporting plans, vision and mission of the Command.
You will exchange information, provide technical expertise, as well as identify and resolve potential problems.
You will interpret Defense Contract Audit Agency (DCAA) audits to resolve issues with contractor and government personnel.
You will provide guidance in the avoidance, evaluation, and resolution of problems as they relate to production and cost impact.
You will exercise initiative, resourcefulness, and possess developing and implementing solutions to unique problems.
You will represent the team in dealing with management for the purpose of obtaining resources.
You will assist in providing leadership to implement the commands Equal Employment Opportunity (EEO) and Continuous Process Improvement (CPI) programs.
You will assist with selective operational functions of the branch as determined by the Branch Head/Supervisor in accordance with workload and needs.
You will evaluate contractor and subcontractor allegations of government caused impact of entire business operations.
You will prepare and approve contracting officer final decisions, business clearance and negotiation memoranda, technical analytical reports, letters of concerns, evaluation of contractor's performance and other contractual documentation.
You will report to management periodically on team and individual work accomplishments, problems, progress in mastering tasks and work process.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position requires the ability to work onboard ships.
- This position requires that the selectee be willing and able to climb ladders and scaffolding.
- This is a bargaining unit position.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional contracting specialist, mentoring a team of professional contractors by overseeing, supporting negotiations and administration of contracts to ensure the effectiveness and efficacy within an organization

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
