You will serve as a SUPERVISORY CONTRACT SPECIALIST in the CONTRACTS DEPARTMENT of SOUTHWEST REGIONAL MAINTENANCE CENTER You will serve as a Warranted Contracting Officer with unlimited signature authority for the placement of procurements at the command level or to administer significant procurements awarded by Naval Sea Systems Command (NAVSEA). Your efforts in this position will have a direct impact on business and industrial operations relating to ship repair modernization and conversion.

Duties

You will provide expertise as a senior specialist in the contracting affording advisory, planning, or review of service provided to internal and external customers on ship repair, alteration, and ancillary services. You will provide top-level contractual expertise on the assigned programs; efforts will have a direct effect on the accomplishment of fleet maintenance and modernization. You will provide contracting policy and guidance to subordinate professionals and is the principle contracting advisor to senior leadership. You will direct a full range of contract procurements, administrative actions, source selection decisions, sole source justifications, and approvals. You will represent the command at top-level conferences attended by representatives from the Navy, other Government agencies, and the private sector. You will plan department workloads, provide assignments, and direction aligned with command goals and objectives, set priorities, and prepares schedules for completion of department milestones. You will evaluate and analyze information provided by other departments and conduct organizational assessments to determine and recommend strategic direction for the department. You will lead in the development of contract strategies, determine the extent of competition, urgency, production lead time, delivery requirements, need for Government-furnished material/property, option requirements, and other factors.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• This position requires the ability to climb ladders and/or scaffolding.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector managing professional contracting functions by developing procurement strategies, implementing policy changes, and providing advisory services for the planning and review of fleet modernization contract arrangements. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
