Duties
Manages an assigned portfolio of programs, workshops, and other offerings.
Ensures all critical activities for the program are established, clear, realistic, and achievable.
Supports the implementation of project management processes including initiation, planning, design, execution, and closure.
Monitors internal processes including tracking task completion and meeting project deadlines.
Assists in creating project plans and critical path timelines.
With guidance, provides critical analysis for program evaluations, client briefings, and ongoing program analysis and reporting.
Plans project scope, goals, and deliverables to align with business objectives and schedules.
Assists project managers or product owners in allocating resources, managing risks, and solving issues.
Participates in meetings, conferences, and working groups to address functional requirements, identify gaps, and discuss capabilities.
Ensures documentation aligns with the outgoing capabilities of the leadership solutions.
Transforms business needs into a detailed list of functional and non-functional requirements.
Assists in employing methods like interviews, surveys, and document analysis to ensure the requirements captured are accurate and comprehensive.
Assists in the proper execution of projects including completing tasks, managing deadlines, and overseeing finances.
Collaborates with project-based teams to identify and plan for project challenges.
Assists in collecting the information and data necessary to respond to requests from stakeholders.
Qualifications
For the GS11: You must have at least one full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the Federal Government GS-09 grade level or pay band that demonstrates experience in with ALL of the following:
conducting program analysis and creating and communicating reports throughout the life-cycle of a program or project;
working with current and potential customers to identify needs and priorities, and
tracking documents (for example, Statements of Work or Objectives; course requests, cost estimates) throughout the contracting process.
OR
Successfully completed three (3) full years of progressively higher level graduate education or possess a Ph.D. or equivalent degree, (e.g., LL.M) in a field that is closely related to the duties of this position, such as business administration, public administration, political science or project management.
OR
Combination of specialized experience described above, but less than one year; and more than two years but less than three of higher level graduate education in a field closely related to the duties of this position, such as business administration, public administration, political science or project management. The percentage of the requirements must total to 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester or quarter hours of graduate education in excess of the second year by 18 (semester hours) or 27 (quarter hours) depending on your school's definition of one year of graduate study. Add the two percentages. The total percentage must equal at least 100 percent to qualify).
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS 11 level.
You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.
