About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Enterprise Operations Directorate, Resources and Strategy Division, Charlottesville, VA 22911.

Duties

Evaluates program performance on numerous sub-projects within the National Intelligence Program. Manages NGIC’s Enterprise electronic personnel tracking and accountability platform. Administers and leads the analyzing efforts regarding the corporate investment and program performance information to support NGIC leadership decisions. Prepares reports to intelligence program managers. Conducts analysis of productivity and quality improvement, manpower, organizational, work measurement, and cost analysis projects. Utilizes knowledge of NGIC’s organizational structure and in/out-processing workflows to extract system data enabling timely and accurate personnel reporting and data call support. Performs as backup Manpower Specialist for all matters pertaining to NGIC force development planning, documenting, and reporting. Prepares and participates in meetings, briefings, and formal presentations in connection with assisted projects and/or studies.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
• In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
• All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
• Temporary Duty (TDY) travel may occasionally be required.
