About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Enterprise Operations Directorate, Resources and Strategy Division, Charlottesville, VA 22911.

Duties

Serves as Portfolio Manager performing duties related to intelligence program planning and execution of resources. Provides overall analysis and assessment of program performance and effectiveness and ensures mission goals and objectives are integrated into the final program. Plans, monitors, analyzes, and coordinates the execution of the portfolio’s resources against specific resource requirements and spend plans. Works with counterparts to ensure programmatic information and metrics are analyzed, integrated, and coordinated across all functional areas. Develops analysis, assessment, and recommendations concerning program activities for review at senior executive levels and provides command level oversight on resource requirement acquisition and execution. Coordinates and manages tasking engaged in the development and implementation of operating plans and objectives, ensuring alignment to mission objectives. Engages executives, commanders, program managers, and other mission planners to plan, develop, analyze, and monitor the execution and performance of mission resource requirements. Captures and maintains accurate and timely program data and metrics involving programming, resources, execution, and performance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Temporary Duty (TDY) travel may be required, up to 25% of the time.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
