As a IT Specialist (PLCYPLN) at the GS-2210-13, you will be part of the Office of the Chief Information Officer (OCIO), IT Strategy and Policy (ITSP) Division within the Office of Personnel Management (OPM)..
Duties
Perform duties improving the effectiveness of the Technology Business Management (TBM) program, executing the strategy as set forth by the Office of Management and Budget (OMB).
Perform a variety of complex duties linking IT costs and metrics to business requirements and communicating the cost, quantity, and value of IT investments.
Plays a vital and critical role in informing OCIO and other top Agency officials of tradeoffs between cost, quality, and value of IT investments with the goal of reducing agency burden for reporting IT budget, spend, and performance data by automating the use of authoritative data sources.
Supports the Agency's development of the TBM program to improve IT spending data accountability and transparency to drive mission value and improve customer experience through technology.
Improves reporting processes in an effort to provide key metrics such as IT spend and budget forecasting for senior management to assist with data driven decisions.
Qualifications
Basic Requirement for the Information Technology Specialist, GS-2210 occupation: You must have Information Technology (IT) related experience demonstrating each of the following competencies:
1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail;
2) Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
3) Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations .Your resume must clearly describe your relevant experience.
AND
For the GS 13: You must have have one year of specialized experience at the GS-12 level in the Federal Government (or private sector equivalent) performing all the following:
Building and maintaining cost models that allocate IT costs to services, departments, or business units using TBM principles.
Managing the lifecycle of IT investments from proposal to retirement, ensuring relevance and value throughout.
Preparing business cases and cost-benefit analyses for IT investments, ensuring alignment with organizational goals.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
