This position is located in the Chief Information Officer, Division of Information Technology of the Federal Deposit Insurance Corporation in Washington, D.C.
Salary reflects a pay cap for this position of $310,000.
FDIC Executive Managers (EM) are in the Federal competitive service and not in the Senior Executive Service (SES).
Duties
Supports the CIO in implementing the mission, vision, and priorities for branches, subordinate organizations and their staff to support CIO strategic activities in IT strategic planning, enterprise architecture, portfolio management, IT modernization, human centered design, digital workplace strategy, data and information management, application development, and IT operations with the overarching integration of Cybersecurity and Privacy (DevSecOps). This is done while fostering a business-oriented culture and mindset.
Acts as a trusted advisor to the CIO, developing and maintaining effective relationships with senior leadership across the agency. Establishes common objectives and builds momentum toward achieving measurable business value leveraging defined strategies, strategic investments, enterprise architecture principles and standards.
Builds long-term, trust-based relationships with key stakeholders and influencers, and exerts strong positive influence to impact the successful delivery of outcomes, often in complex situations. Anticipates market and competitor trends to develop and deliver bold and innovative solutions. Leads from the front, acting as an exemplary role model for leaders at all levels; promotes a strong sense of loyalty and followership, motivating and energizing others to act in alignment with the CIOO's direction.
Identify, assess, and evaluate technologies and formulate achievable strategies for introducing new and emerging technologies (e.g., cloud, artificial intelligence, robotic process automation, etc.) into the FDIC ecosystem that includes rationalization (e.g., consolidation, elimination, or modernization) of legacy IT infrastructure and applications for the Corporation.
Advises on enterprise-wide technology investments and initiatives, evaluates their impact on the FDIC and the financial services industry, offering expert advice on strategic plans and performance goals.
Reviews and recommends new programs and policies to improve FDIC mission achievement. Advises on advantages and disadvantages of competing approaches and recommends a path forward for the organization. Adhere's to FDIC policies and procedures, including those of the CIOO. Recommends and implements approved changes to CIO organization policies, procedures and guidelines (e.g. related to security and privacy, infrastructure, delivery management, enterprise strategy and architecture, or business administration) as appropriate.
Continually evaluates the effectiveness of CIOO strategies in achieving desired outcomes for the agency and the CIOO. Develops performance measures and criteria to assess the CIOO’s progress in achieving annual and multi-year goals and objectives. Provides oversight and drives the completion of the CIOO’s annual commitments to FDIC performance goals.
Exercises supervisory personnel management authority directly or indirectly through subordinate senior managers to include: planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and, evaluating work performance and providing feedback. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/disapproves requests for leave, telework, travel, training, etc. Ensures that programs are administered effectively and in accordance with broadly stated objectives and priorities.

Qualifications
To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills, and abilities and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Leadership Experience: Experience in overseeing and coordinating the work of organizational units directly and indirectly through subordinate supervisors, including assigning work; directing changes to programs and priorities; managing performance including feedback and recognition, managing conduct issues; developing employees professionally through continuous learning to prepare employee for successive roles and career growth; managing the recruitment and talent management processes.
Technical Experience 1: Experience prioritizing and justifying the budget for the development and operations and maintenance of business applications and associated systems; providing responsible oversight and management the day-to-day execution of that budget; working with official acquisitions partners to develop requirements, competitively solicit and select vendor solutions (both products and professional services) and manage the implementation of those solutions, including oversight of contractor staff.
Technical Experience 2: Experience in implementing an IT strategic vision in partnership with business organizations and providing enterprise-wide strategic leadership, oversight and management direction/guidance for IT strategic planning, enterprise architecture, portfolio management, IT modernization, human centered design, digital workplace strategy, data and information management, application development, and IT operations with the overarching integration of Cybersecurity and Privacy (DevSecOps).
