This position is located in the Chief Information Officer Organization, Division of Information Technology, Application Platforms and Delivery Branch of the Federal Deposit Insurance Corporation in Washington, D.C.
Salary reflects a pay cap for this position of $310,000.
FDIC Executive Managers (EM) are in the Federal competitive service and not in the Senior Executive Service (SES).
Duties
The incumbent serves as principal advisor to the Chief Information Officer (CIO), Chief Privacy Officer and Director of the Division of Information Technology (DIT), and other senior-level FDIC officials for directing end-to-end system or application delivery, including leading and managing a team of six Corporate Managers, their staff and associated contractors.
Qualifications
To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
MINIMUM QUALIFICATIONS: All applicants must submit a resume that addresses each minimum qualification experience. Leadership Experience: Experience in overseeing and coordinating the work of organizational units directly and indirectly through subordinate supervisors, including assigning work; directing changes to programs and priorities; managing performance including feedback and recognition, managing conduct issues; developing employees professionally through continuous learning to prepare employee for successive roles and career growth; managing the recruitment and talent management processes; AND
Technical Experience 1: Experience in prioritizing and justifying the budget for the development and operations and maintenance of business applications and associated systems; providing responsible oversight and management the day-to-day execution of that budget; working with official acquisitions partners to develop requirements, competitively solicit and select vendor solutions (both products and professional services) and manage the implementation of those solutions, including oversight of contractor staff; AND
Technical Experience 2: Experience in defining an IT culture of excellence and implementing solutions in partnership with business organizations and providing enterprise-wide strategic leadership, oversight, and management direction/guidance for modernizing applications using Agile, DevSecOps, and product management; secures the support of key stakeholders for the vision and implementation strategy, including project funding and acquisitions; AND
Technical Experience 3: Experience in conducting all phases of the systems development life cycle (SDLC) using traditional and modern methodologies (e.g., waterfall, spiral, Agile, etc.) for large, complex IT needs, including developing or assisting others with planning documents and requirements, design, testing, implementation, and decommissioning; AND
Technical Experience 4: Experience in leading or managing a team of technical staff to administer, troubleshoot, deploy, or configure systems or applications in a hybrid infrastructure environment comprised of legacy, on-site applications, as well as more modern, externally hosted solutions.
