As a Supervisory HR Specialist (Labor Relations) within Workforce Policy and Innovation, you will oversee government-wide labor relations programs, providing policy guidance, analyzing labor agreements, and advising senior officials. You will represent the agency in high-level meetings, delivering training, and offering technical guidance to federal agencies.
Duties
Prepares analysis of labor relations policies, judicial interpretations, and administrative decisions; recommends and develops, as directed, Executive Branch-wide labor relations policies.
Oversees government-wide labor relations programs including maintaining data systems, analyzing collective bargaining information and coordinating labor relations research to support Executive Branch agencies.
Advises senior level officials on policy changes and emerging trends affective federal labor-management relations.
Provides guidance and representation to agencies, unions, and stakeholders; prepares reports and recommendations for senior officials and represents the agency at high-level internal and external meetings.
Develops and delivers training programs for federal personnel, management officials, and other groups on federal sector labor relations topics; offers technical guidance to agencies on federal sector labor law compliance and policy implementation.
Qualifications
Applicants must have one year of specialized experience at the GS-14 level in the Federal Government (or equivalent) performing all of the following:
Analyzing and interpreting labor laws, regulations, and agreements.
Providing technical guidance on labor-management relations to senior officials.
Developing or providing input on government-wide labor relations policies.
Representing an organization in high-level negotiations or meetings with unions, agencies, or external stakeholders.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS15 level.
