About the Position: US Army Medical Materiel Development Activity (USAMMDA) is the DoD's advanced medical materiel development activity for products designed to protect and preserve the lives of Service members.

Duties

- Manage cost, schedule and performance in the acquisition of medical devices for the deployed environment. - Manage product assignments and prioritization of efforts. - Provide input and assistance in acquisition and contracting strategies. - Communicate effectively orally and in writing. - Monitor equipment authorizations, force structure analysis and logistics readiness. - Implement policies and criteria for equipment authorization and utilization for a variety of programs such as Authorization Documents System, Table of Distributions and Allowances.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Advanced formerly Level III certification within 48 months as of entrance on duty.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

USAMMDA develops new drugs, vaccines, and medical support devices that enhance readiness, ensure provisions of the highest quality medical care to the DoD and maximize the survival of medical casualties on the battlefield. USAMMDA is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-04 pay band is equivalent to the GS-13 step 1 to GS-14 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this pay band equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the pay band will be accomplished through the pay for performance management system. To qualify at the DB-04/GS-14 equivalent grade level - Specialized Experience: Your resume must reflect one year of specialized experience which includes (1) Experience in medical research workforce; (2) Experience developing annual budget, monitoring and reporting on execution of funds to ensure compliance with established guidelines; (3) Experience preparing and implementing policies and criteria for equipment authorizations and utilization; (4) Experience managing an acquisition program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-03 / GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
