About the Position: Serves as Program Manager (DGC) at the Installation Management Command (IMCOM) Garrison at Fort Detrick, Maryland. Manages and directs garrison operations of a multi-mission tenant activity. Provides administrative program direction to various civilian directors and special staff involved in a wide variety of functional program areas. Formulates goals, policies, and objectives for the garrison.

Duties

Manage and direct an extremely large complex Installation Management Command (IMCOM) garrison. Provide administrative program direction to various civilian directors and special staff involved in a wide variety of functional program areas. Formulate goals, policies, and objectives for the garrison and implements an internal control system to produce a sound system of accountability. Monitor the implementation of Installation Management Command (IMCOM) and HQDA policies and guidance and makes recommendations to adapt guidance for local situations. Present recommendations to the Garrison Commander for new organizational structures and management methods.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the employee to occasionally travel away from the normal duty station, including the Garrison Headquarters for meetings, appointment boards, etc. approximately 10% of the time.
  • This is a centrally managed position. Incumbent may be subject to rotational assignments based on the needs of the command. Incumbent must sign a mobility agreement.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation
  • This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • This position has been designated "Mission Essential".
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Experience implementing new initiatives and/or change in mission requirements on Army installations by formulating goals, policies, and objectives for the garrison and providing administrative program direction to civilian directors and special staff. Administering functional program areas such as installation support services, reduction of cost of government operations, privatization of government activities and facilities, and Army/state/local cooperative initiatives & efforts. Experience executing internal control systems to sustain accountability for the installation. Develop and execute comprehensive programs to improve productivity, cost effectiveness, and efficiency of installation activities. Facilitate employee engagement and consistently foster a high-performance culture that emphasizes trust, respect and achievement of professional development goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14) Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
