This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: US Army Medical Materiel Development Activity (USAMMDA) is the DoD's advanced medical materiel development activity for products designed to protect and preserve the lives of Service members.
Duties
Manage the acquisition and advanced development of a portfolio of FDA approved life saving devices, drugs, biologics, and/or other medical products.
In collaboration with capabilities developers and outside partners, develop the portfolio to meet the Army and Joint Force’s medical needs of the future.
Develop long and short term financial plans for an acquisition-based or advanced development program.
Review and recommend changes to acquisition strategies to acknowledge the unique aspects of the Food and Drug Administration (FDA) regulatory process.
Provide leadership to staff to meet Army and Joint acquisition requirements.
Prepare and present command-level briefings to General Officers and Senior Executive Service civilian managers for the Office of the Commander.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- Two year probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet the position requirements for Advanced certification in Program Management within 48 months of entrance on duty.
- Selectees must sign an AAC written tenure agreement to remain in the Federal service in this position for at least three years.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment. one year Supervisory probationary period.
- Testing Designated Position (TDP) subject to applicant testing and random drug testing.
- This position requires pre-employment Financial Disclosure Statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.
- Business Travel may be required 20% of the time.
- Incumbent may be subject to a one year Supervisory probationary period.

USAMMDA participates in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-05 pay band is equivalent to the GS-15 step 1 to GS-15 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this pay band, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the pay band will be accomplished through the pay for performance management system.

Specialized Experience: One year of specialized experience which includes (1) Manage the acquisition and advanced development of a portfolio of life saving devices, drugs, biologics, and/or other medical products; (2) Review and recommend changes to acquisition strategies to acknowledge the unique aspects of the Food and Drug Administration (FDA) regulatory process; (3) Develop long and short term financial plans for an acquisition-based or advanced development program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-04/GS-14).
