This Information Technology Specialist is located in Directorate for STEM Education (EDU), Office of the Assistant Director (OAD). The primary purpose of the position is to be responsible for assessing and evaluating IT hardware, policies, and practices and making recommendations to EDU/OAD on procuring EDU hardware and software.
Duties
Areas of support provided by this position include but are not limited to, policy and planning; development, implementation, and compliance assurance with NSF and federal standards; the directorate and division's responsibility for client-server interface; information management and standards; oversight and development of publications and reports; developing contractual relationships where necessary; data management, including oversight of coding and data tracking requirements; and developing specialized reports; enterprise architecture; management of the EDU enterprise structural framework to align IT systems with both EDU and NSF mission, goals, and business processes.
As a Information Technology Specialist,you will perform the following duties:
The incumbent coordinates Directorate-wide IT and communications technology activities supporting internal/external conferences, panels, and associated activities; this includes improving or implementing emerging technologies for stakeholder interaction, e.g., virtual panels; expanding data analytics capacity; improving technologies for remote hybrid work; and coordinating the EDU telecommunications infrastructure, e.g., videoconferencing and web2 based conferencing systems.
Analyzes administrative systems and makes recommendations to increase the efficiency of business operations.
Serves as the first and second level response and assists with troubleshooting and identifying Cybersecurity and information privacy concerns.
Works with the NSF Office of the Chief Information Officer and Directorate Staff to ensure information security procedures are practiced. Supports Intranet/Web and content support:
Ensures EDU websites (internal and external) meet federal accessibility standards (compliant with 508 and ADA (P.L. 101-336) requirements; designs and maintains intranet /web pages; repairs broken links; performs required programming; uploads/posts COV, Advisory Committee, SharePoint, Static docs, PIMS Special Announcements, Staff BIOs, and other content to EDU intranet. Serves as the backup to the EDU webmaster.
Designs, develops, implements, and maintains information management systems to meet detailed Directorate requirements (including commercial packages) that must be responsive to the data needs of NSF, Congress, Executive Branch agencies, the scientific community, and the public.
Ensures that new programming developments are integrated with other IT resources and are compatible with NSF DIS standards.
Initiates procurement of hardware and special software not residing on LAN.
Tests new acquisitions upon receipt to determine if they are working properly.
Develops budget justifications for software and hardware and advises EDU Senior Management on new IT investments.
Oversee and maintain EDU Directorate inventory and documentation on all equipment and software.
Arranges for the excess of outdated equipment.
Serves as the directorates' mobile device manager.
Supports all annual certification requirements for directorate-issued mobile devices and other IT assets.
Retrieves and analyzes data from central and local databases in support of the Assistant Director for STEM Education and OAD staff; this entails drawing upon several databases in different formats, coding structures, and data sources and adapting these to meet the required EDU needs.
Designs and prepares reports for the presentation of data, including charts, tables, and other graphical forms.
Performs programming or systems analysis duties to support EDU directorate-wide or NSF cross-directorate programs and initiatives and EDU cross-agency program activities.
Qualifications
Basic Requirements: For 2210 positions, applicants must have IT-related experience demonstrating each of the four competencies listed below. In addition to the Basic Requirements noted above, applicants must also meet and demonstrate the specialized experience listed below:
To qualify at the GS-13 level, you must have one year of specialized experience equivalent at the GS-12 level (or equivalent) in developing and executing various IT initiatives to support of organizational strategic priorities, developing strategies, planning, and executing project management principles, methods, and tools. Examples of specialized experience include demonstrating the knowledge and ability to utilize information technology applied to grants or financial management, two or more years providing help desk and information enterprise support to a federal or business entity, recommending systems modifications, analyzing interrelationships of system components, and identifying alternative approaches to investigate a variety of unusual systems-related conditions, problems or issues.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
