This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Plans and completes projects from initial layout to final assembly or installation.
Installs rafters, studs, sills, plates, braces, joists, floors, sub-floors, panels (including sheetrock, plywood, and veneers), siding sheathing, etc.
Performs mason work including maintenance, repair, alteration, and construction of exterior and interior surfaces and structures built of a variety of brick, block, and stone.
Employee drives a utility truck or similar vehicle to and from the work site in order to transport self, supplies and other employees.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of a pre-employment Physical Examination and annually thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position has been designated “Mission Essential”. In the event of severe weather conditions the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Employee is required to obtain and maintain any installation license and/or DOD requirement for the type vehicle being operated.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Carpenter ~ without more than normal supervision. Performing all work involved in constructing, altering, repairing, or modifying wooden items or structures. I am skilled in fabricating and installing frames or casings for windows, doors, transoms. I have experience with accuracy, spacing, and fit of the finished project where structural soundness or appearance is important. I am skilled in planning and completing projects from initial layout to final assembly or installation; Advanced shop mathematics to plan and compute complex and exact projects with features such as arcs, tangents, and circles; Able to use a variety of shop tools such as hammers, handsaws, shapers, table saws, planers, belt sanders, power/chain saws, power planers, etc.; Set up, adjust, and adapt hand and power tools to accomplish difficult tasks such as cutting bevels, rabbets, chamfers, dados, grooves, and miter joints; laminating and bending; and fine-surfacing of materials. I read, interpret, and apply building plans, specifications, blueprints, sketches, and building codes. I estimate time and materials on special jobs to help expedite and keep up high standards of performance. I have knowledge of a variety of painting materials and the techniques used to apply the finishes. I determine the methods, techniques, devices and materials that are best suited to the surface finish required. - Failure to meet this Screen out Element will result in an ineligible rating.
PHYSICAL EFFORT
Employee works in shops and at job sites. Strenuous physical exertion is often required. Employee may lift and move materials up to 40 pounds, unassisted, and occasionally lifts or moves heavier items with the assistance of lifting devices or other workers. Employee is required to stand for extended periods of time and often works in uncomfortable positions while bending, kneeling, stooping, reaching, and climbing on ladders, scaffolding, and roofs.
WORKING CONDITIONS
Employee is exposed to moderate or high noise levels, sawdust, glue fumes, and hazards associated with woodworking and related power equipment when performing work in the shop area. Work at job sites exposes employee to weather conditions and the hazards of working on and around scaffolds and ladders. Employee is subject to cuts, bruises and contusions. May be required to work in confined areas such as crawl spaces and attics, which may be dusty and dirty. Protective devices such as, but not limited to, ear plugs, safety glasses, respirators, gloves, and safety shoes may be required.
