This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Plan and complete projects from initial layout to final assembly or installation.
Typical duties include but not limited to repair, construction, and/or replacement of a variety of doors, flooring, carpeting, trim, roofs, and windows.
Ability to read complex blueprints; interpret complex instructions; apply building codes; and apply advanced shop mathematics to plan, compute and projects with features such as arcs, tangents, and circles.
Perform mason work and construction of exterior and interior surfaces and structures built of a variety of brick, block, and stone. Works from oral or written instructions, blueprints, work orders, and rough sketches.
Set up and operate a wide variety of woodworking machines and tools.
Plan and lay out work, select the proper tools, determine materials to be used and accomplishes work in accordance with appropriate methods and accepted trade practices.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must successfully pass physical examination as required by Federal and Office of Safety and Occupational Health Administration guides.
- This position is designated as essential during inclement weather.
- This position requires you to possess and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires the employee to obtain and maintain any installation license and/or DOD requirement for the type of vehicle being operated.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- Employee may lift and move materials up to 40 pounds, unassisted, and occasionally lifts or moves heavier items with the assistance of lifting devices or other workers.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Carpenter ~ without more than normal supervision. I have the ability to perform common duties as appropriate including simple framing and minimal roof repairs. I can safely use a variety of shop tools, including hammers, handsaws, belt sanders, and power/chain saws. I can select the correct application devices such as; brush, roller, or spray gun. Protect surrounding surfaces with drop cloths and clean brushes, tools and working area. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. Failure to meet this Screen out Element will result in an ineligible rating.
PHYSICAL EFFORT - Employee works in shops and at job sites. Strenuous physical exertion is often required. Employeemay lift and move materials up to 40 pounds, unassisted, and occasionally lifts or moves heavieritems with the assistance of lifting devices or other workers. Employee is required to stand forextended periods of time and often works in uncomfortable positions while bending, kneeling,stooping, reaching, and climbing on ladders, scaffolding, and roofs.
WORKING CONDITIONS - Employee is exposed to moderate or high noise levels, sawdust, glue fumes, and hazards associated with woodworking and related power equipment when performing work in the shop area. Work at job sites exposes employee to weather conditions and the hazards of working on and around scaffolds and ladders. Employee is subject to cuts, bruises and contusions. May be required to work-in confined areas such as crawl spaces and attics, which may be dusty and dirty. Protective devices such as, but not limited to, ear plugs, safety glasses, respirators, gloves, and safety shoes may be required.
