The incumbent will manage all VTS and BT program activities, including patient transportation, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation. The position supervises/ensures the VTS and BT processes comply with regulatory guidance, while assuring program effectiveness.
Duties
They serve as the Contracting Officer Representative for all transportation contracts, including common carrier, Special Mode, ambulance, and air ambulance. The incumbent is also responsible for working with state Veterans and Transportation Agencies and local transportation providers to establish expanded transportation networks to improve Veterans access to care.
Major duties include but are not limited to:
Manages the Veterans Transportation Program at the facility which provides safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments within the Medical Center's catchment area.
Orchestrates travel for eligible enrollees through mileage reimbursement and contracted travel modes.
Plans, develops, evaluates, markets and directs key administrative activities in multiple programs related to transportation system for Veterans, active-duty service members, Caregivers and others in metropolitan and rural/remote rural areas, especially those which are disabled, frail, elderly or receiving life dependent treatments (dialysis, chemotherapy, radiation therapy, etc.);
Conducts complex and special studies for efficiency and productivity and recommends changes or improvements in work methods and procedures.
Identifies resources (staffing, funding, equipment, facilities) required to support varied level of program operations.
Manages transportation budget, analyzes organizational budgets, and provides advice and recommendations to Medical Center management, as appropriate, including critical budget areas and all Transportation program matters.
Serves as Contracting Officer Representative for all transportation contracts, including common carrier, special mode, ambulance, and air ambulance.
Provides consistent and effective outreach to community transit authorities.
Coordinates the preparation and submission of recurring monthly, quarterly and annual performance improvement reports, management briefings, summaries, and a wide variety of nonrecurring reports.
Assures performance measures and standards issued by various accrediting, regulatory, and higher agency authorities.
Performs the full range of supervisory responsibilities to include but not limited to establishes guidelines and performance expectations for staff; observes and evaluates employees' performance; provides advice, counsel, and instruction to employees on both work and administrative matters; hears and resolves minor complaints and grievances; reviews, approves or disapproves leave requests; adjusts work procedures among staff according to workload, etc.
Assures that all transportation staff obtains and maintains appropriate licenses, certifications, and training appropriate for each position; and,
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization that has given the applicant the particular knowledge, skills, and abilities required to successfully perform the duties of a Supervisory Mobility Transportation Specialist - Mobility Manager, experience that demonstrated a knowledge of the transportation function(s) of the position and that is typically in or related to the work of the position to be filled. Specialized experience includes fleet management and/or common carrier transportation; planning and directing administrative activities related to transportation; prioritizing program resource when conflicts arise; analyzing and evaluating information pertinent to the efficient and effective operation of a transportation program; and providing leadership/supervision, instruction/counsel to employees. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required.
