The incumbent manages the Veteran Transportation Program and services provided at the VAMC by providing, developing, marketing and directing administrative activities in multiple programs related to the transportation systems for metropolitan as well as rural and remote beneficiaries eligible for travel.

Duties

Incumbent is responsible for overseeing and inspecting the work of all employees of the Section for compliance with specifications and ensuring that proper procedures, safety and other regulations are being followed. The incumbent will adjust work operations and schedules to meet emergency or changing programs on vehicle related requirements within available resources and with minimum sacrifice of quality and quantity of service provided. Incumbent trains employees and volunteers and others in the safe operation of tools, equipment, and vehicles associated with shop functions as required Incumbent ensures staff maintain proper safety precautions as prescribed by the appropriate training. Incumbent is responsible for proper maintenance of all equipment assigned to the shop, and is responsible for ensuring that proper maintenance records are kept on all vehicles and equipment in order for all maintenance to be completed timely; Coordinates all maintenance requirements to ensure that the station is never under equipped with vehicles. The incumbent is responsible for coordinating major and nonstandard vehicle modifications (e.g. Emergency Vehicles) and all vehicle accident repairs and/or recommendations for uneconomical repair determinations. Incumbent will ensure proper procedures are carried out for the following or potentially hazardous and biohazardous materials: laundry runs, SPD supply runs, Pharmacy cache supplies, non-pharmacy emergency supplies, furniture, fuel, compressed gas cylinders, furniture; Incumbent will ensure proper security is provided for the Pharmacy cache and Agent Cashier runs; ensure proper documentation (e.g. Bill of Lading or manifests) for all subject shipments. Any materials that cannot be transported within the fleet (oversized freight, additional protection needed), the incumbent is responsible for researching and executing vendor and/or contract services with the government's best interest in mind. As Approving Official, the Incumbent is responsible for; authorizing purchases and ensures statements are reconciled and processed timely. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS11 position you must have served 52 weeks at the GS09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to manage a transportation program and the services it provides; Ability to coordinate patient transports/transfers; Experience planning and directing administrative activities within a transportation system; Experience managing a program budget; Experience overseeing transportation related contracts; Ability to analyze program activities and making recommendations for performance improvements related to transportation services; Experience establishing and planning work priorities and deadlines; and providing technical and administrative supervision, instruction, and counsel to unit employees. You will be rated on the following Competencies for this position: Administration and ManagementCommunicationOrganizational AwarenessPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a periodic basis.
