This position is located within the Chief Business Office at the VA Medical Center in Syracuse, NY. The Supervisory Mobility Transportation Specialist manages the Veteran Transportation Program and services provided at the medical center by planning, developing, evaluating, marketing and directing administrative activities in multiple programs related to the transportation systems for metropolitan as well as rural/remote beneficiaries eligible for travel.
Duties

The major duties include but are not limited to:
Develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures, manpower utilization, distribution of work assignments, delegation of authority, management controls, information and documentation systems and similar functions of management;
Acts as the advisor to leadership, managers and the Veterans Transportation Program;
Resolves complex transportation issues, including urgent, complex or uncertain transportation needs of patients with the patients' provider, nursing, family or other medical facilities;
Functions as the beneficiary/patient transportation expert on matters concerning patient transportation;
Develops management plans, procedures, policy memorandums, standard operating procedures and methodology;
Reviews administrative audits and investigative reports to recommend appropriate changes or corrective action required at the level to ensure compliance;
Defines plans, develops and implements controls and procedures for all transportation of Veterans, Caretakers, beneficiaries and related activities;
Conducts special cost benefit analyses, studies, reports, surveys, inquiries and evaluations of various modes of beneficiary transportation, including special mode, ambulance, contacted, donated/collaborative, etc.;
Prepares oral and written reports and presentations; prepares graphs and charts that present clear, concise and effective analytical results of evaluations and studies performed;
Manages the transportation budget, analyzes organizational budgets and provides information and recommendations;
Serves as the approving authority for expenditures in the Fund Control Points for the transportation program;
Conducts and/or participates in studies, analyzes findings and makes recommendations for performance improvement programs related to the patient transportation program;
Coordinates the preparation and submission of recurring weekly, monthly, quarterly and annual performance improvement reports, management briefings, summaries and a wide variety of non-recurring reports;
Establishes guidelines and performance expectations for staff, which are clearly communicated through formal employee performance management system;
Resolves informal complaints and grievances;
Provides advice and counsel to workers related to work and administrative matters;
Reviews, approves, or disapproves leave requests;
Adjusts work procedures among administrative staff according to workload of each program to assure the highest efficiency; and
Performs all other duties as assigned.
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position at the GS-11 grade level, you must meet one of the following:
Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Supervisory Mobility Transportation Specialist, experience that demonstrated a knowledge of the transportation function(s) of the position and that is typically in or related to the work of the position to be filled. Specialized experience is experience managing a transportation program within a medical facility; managing program activities such as patient transport, ambulance claims, and common carrier transportation; planning and directing administrative activities within a transportation system; analyzing and evaluating information pertinent to the efficient and effective operation of a transportation program (such as review of outpatient data relative to no-show rates, cancellation rates, patient waiting times, appointment delays, beneficiary travel expenditures, etc.); and providing leadership/supervision, instruction/counsel to employees. Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics or other fields related to the Supervisory Mobility Transportation Specialist position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. Combination: Equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do to the work of the position such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics or other fields related to the Supervisory Mobility Transportation Specialist position. Physical Requirements: The work of this position is primarily sedentary, although some physical effort may be required. Travel will be required on a periodic basis. Work is typically performed in an adequately lighted and climate-controlled office with a VA Medical Center.
