This position is located in the U. S. Patent and Trademark Office (USPTO), Office of the Commissioner for Patents, Office of the Deputy Commissioner for Patents, Office of Patent Planning and Data Analysis. The purpose for the position is to plan, design, and conduct projects, research, and/or studies to analyze, evaluate, develop, and recommend methods to improve business operations and service delivery to customers.
Duties
The physical worksite for this position is located in Alexandria, Virginia.This position is telework eligible per agency and business unit discretion/policy. Fully remote within 50 miles of the USPTO Alexandria, VA headquarters and the duty station is the authorized telework location.

Qualifications
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.
Specialized experience for the GS-11 is 52 weeks of service at the GS-09.
Experience assisting in analyzing documents, providing analytical support regarding program effectiveness, tracking and analyzing data, experience with automation tools to prepare reports and briefings. Additionally, experience conducting studies, analyzing findings and making recommendations on substantive operating programs. Experience is required in the ability to communicate with a diverse audience of internal and external stakeholders as related to patent processes and procedures.
Specialized experience for the GS-12 is 52 weeks of service at the GS-11.
Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Performing statistical analysis of organizational workload and processes, compiling reports, and providing recommendations on administrative programs. Participates in development of procedures, techniques, and methods for diversified programs.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
