This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position serves as an Logistics Management Specialist, DE-0346-03 in Army Futures Command (AFC), U.S. ARMY FUTURES & CONCEPTS CENTER REQUIREMENTS DIVISION.

Duties

Thorough knowledge of policies, concepts, capability development, and theories of logistics management and ability to apply this knowledge to the management of assigned programs Thorough knowledge and skill in applying the concepts and theories of logistics management and capability development to evaluate policies and procedures involving major logistics support missions and operations. Knowledge and experience of developing operational methodology, analyzing the impact of current activities on current and projected resources, recommending feasible alternatives, and determining milestone events. Knowledge of Joint Capabilities Integration and Development System (JCIDS) capability development and requirement determination processes. Knowledge and skill to interpret, write, and develop implementing instructions to regulations, policies, procedures, briefings as they relate to logistics operations support and compliance. Identifies, documents, and prioritizes sustainment capability gaps and writes and reviews Army Joint Capabilities Integration and Development (JCIDS) Requirements Documents to mitigate those gaps or identify sustainment implications. Ensures and reviews Joint Capabilities and Development Integration System (JCIDS) supporting documents are accurate and complete. Assesses practical implications of information contained in published materials in order to develop workable concepts and/or solutions. Defines, conducts, and operational sustainment requirements, analysis of DOTMLPF-P and other alternative solutions for performing logistic competencies. Performs duties relating to and supporting total life cycle management, type classification, materiel release, support and sustainment of military materiel. Provides oral and/or written correspondence as well as advice, assistance, and technical guidance to subordinates and senior leadership. Possesses skills in research, analysis, development, and evaluation techniques related to documentation of combat systems and materiel requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights
  • This position requires the incumbent be able to obtain and maintain a Secret security clearance for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • The incumbent must be able to travel overnight and operate a government vehicle or rental vehicle while traveling.

Researching, conducting analysis, and preparing written/oral reports and briefings.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
