This position is located at the Bay Pines National Cemetery in Bay Pines, Florida.
Duties
The Supervisory Program Specialist discusses performance standards with subordinates and evaluates them according to the performance appraisal program. Ensures team members are proficient in all the required tasks and encourages employee development. Evaluates and develops Standard Operating Procedures, Policies and Cemetery Representative Training Programs for Bay Pines National Cemetery. Incumbent is responsible for compliance with required Standards and Measures, NCA Guidelines and Policies. Coordinates with Cemetery Caretaker Supervisor on recurring and/or sensitive issues and keeps cemetery leadership informed. Incumbent responds to situations requiring a supervisor that include, but are not limited to, Military Honors, Veteran Service Organizations, situation with family members, companion urns, disinterment procedures and unexpected situations at Bay Pines National Cemetery.
The Supervisory Program Specialist distributes and balances the workload among the employees and is responsible for overseeing the scheduling all interments at Bay Pines National Cemetery. The incumbent also serves as the quality control expert responsible for determining if the application for burial and eligibility is correct prior to scheduling. Performs a variety of clerical and technical support functions to support the administrative, logistical, and analytical activities which include, but are not limited to, the collection, compilation, review and tabulation of interment and man-hour data via the MADSS database, Burial Counts, GBSAT, Reservations/Set Aside, Disinterment and other statistical information in support of several programs. Prepares a variety of statistical and analytical reports documenting workflow, productivity, and regular Scheduling Office activities.
Work schedule: Required to work Monday through Friday. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work.

The full performance level of this position is GS - 10. At the level GS-09, you will perform similar duties but under closer supervision.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

GS-10: $66,036 to $85,844

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 12/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement.
For a GS-10 position you must have served 52 weeks at the GS-09.
For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

GS-09 LEVEL:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: administrative/office work experience that includes work such as gathering and analyzing data, using automated data processing equipment to generate a variety of reports, establishing priorities and meeting deadlines, and supervising and managing an office staff. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first 18 semester hours of graduate-level education earned.
GS-10 LEVEL:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: administrative/office work experience that includes work such as gathering and analyzing data, using automated data processing equipment to generate a variety of reports, establishing priorities and meeting deadlines, and supervising and managing an office staff. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the 36 semester hours of graduate education earned.
