This position is located in the Veterans Health Administration (VHA) national program Office of Integrity and Compliance (OIC). The incumbent will report to either the Chief Compliance Officer(CCO) or the Director, Planning and Operations. OIC establishes national standards for integrity and compliance in health care and promotes those standards through policy, programs, data and information systems, education, guidance, tools and evaluation.
Duties

Duties will include:
Providing leadership and supervision to the project management/change management team within the framework of agency policy and overall program objectives.
Supervising staff and maintaining the efficiency of a virtual workforce working at sites around the country.
Working with Executive Management to ensure coordination of program activities, promote efficient operation, and ensure accomplishment of the program office and VHA mission.
Interacting with management and program officials to resolve resource problems and conflicts.
Communicating with the management team on the status of different work activities and efforts.
Presenting to a variety of audiences and representing the program office and VHA in a professional and positive manner.
Demonstrated experience effectively communicating both.
Engaging with senior leadership in all aspects of strategic planning, including the development of strategic goals, objectives, and performance measures.
Identifying and implementing short and long-term planning parameters required to accommodate existing and future health care demands.
Applying expert knowledge of various VA and VHA policies and procedures found in handbooks, directives, manuals etc.
Applying a variety of VHA planning strategies and priorities.
Assigning work to subordinates based on priorities, giving advice, counsel, and instruction to employees, hearing and resolving minor complaints from employees, preparing performance standards and appraisals, conducting performance reviews, and performing other supervisory duties.
Using project management software to set up project timelines and resources, track the progress of project work and monitor staff performance.
Serving as advisor on issues affecting projects and Project Management programs.
Developing and implementing change management strategies and plans that maximize employee adoption and usage of required changes.
Assessing the change impact by conducting impact analyses, assess change readiness, and identify key stakeholders and support training efforts by providing input, document requirements, and support the design and delivery of training programs.
Attending leadership meetings and key project meetings for all active plans to gather/verify task level status information, lead discussions dealing with schedule, metrics, and resources.
Participating as a key member of the All-Employee Survey Committee.
Developing recommendations for changes to strategic planning and guidance documents based on data analytics, studies and analyses conducted.
Utilizing data analytical methodologies to quantify issues, evaluate measures of effectiveness, and determine the relative value of competing alternatives.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-14 Qualifications
Specialized Experience: One year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.
NOTE: To be minimally qualified for this position, you must meet 5 of the 7 examples of specialized experience listed below. Specialized experience is:
Managing projects/programs using Project Management Institute's (PMI) Project Management Body of Knowledge (PMBOK) and Capability Maturity Model Integration (CMMI) methodologies and/or with FAC/P-PM and/or with other methodologies to set up project timelines and resources, track the progress of project work and monitor staff performance.
Performing supervisory duties.
Leading project management and change management staff, advising Senior management and other staff with project/change management of a variety of programs.
Analyzing relevant project management metrics and reports.
Developing and implementing change management strategies.
Identifying and implementing short and long-term planning parameters required to accommodate existing and future health care demands.
Conducting public presentations to a variety of audiences.

Physical Requirements: The work is primarily sedentary: most work is accomplished while seated at a desk or computer. Some standing, bending, carrying, and walking to other locations within the facility are necessary. Travel for site visits, national meetings, or program planning are occasionally necessary.
