Incumbent serves as full Assistant Chief, Health Administration Service, V AMC, Bay Pines, FL, with primary responsibility over Ambulatory Care and Processing Section, Fee Basis Section Ward Administration and four (4) Community Based Outpatient Clinics (CBOCs).
Duties
Serving as a technical expert on such topics as the application of state and local laws regarding health care, or the eligibility provisions of the VA
Responsibility as a manager for dealing with personnel management matters within the HAS.
Contributing member to the budget process for the facility.
Dealing with the public and the media.
Serving as an integral part of the management team of the facility.
Participating in internal and external reviews of the facility.

Provides advice and assistance and participates closely with the Chief of Staff and members of the clinical services in the orientation of HAS systems and procedures.
Incumbent works in close coordination with the Associate Director, Chief of Staff and Fiscal Officer.
Work Schedule: Mon - Fri 8:00am - 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position is telework eligible on an ADHOC bases. The employee must live within commuting distance to CW Bill Young facility.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/08/2024. \
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: In-dept Knowledge and experience in How Health Care Delivery Systems Work: The work of the incumbent must fit as an integral part with the work of the rest of the Bay Pines VAMC system. This requires the incumbent understand in detail how the total health care delivery system works and includes knowledge of such matters as: the functions of the various services of a hospital and how they interact; and the administrative requirements of other services such as the fiscal, human resources, surgical and medical services. Practical Knowledge of Medical Terminology: Because HAS interacts directly with the medical staff: it is essential that the incumbent understand the terms used by the clinical staff and the administrative implications of medical care needs. The incumbent must share in ensuring that administrative systems supporting medical care are practical and effective and that the HAS staff is trained adequately to provide the needed support In-dept Technical Knowledge of the Requirements, Laws, Regulations and Practices Administered by HAS: The incumbent in being the central source of instant information for management, employees, and patients concerning HAS topics makes it essential that Medical Administrative Officers have knowledge in: personnel management regulations, requirements, and practices; fiscal reporting requirements; and required budget formats. Ability to Manage an organization: The incumbent must have management knowledge, skills, experience, and abilities such as: ability to set priorities; ability to use time effectively; ability to meet and deal with people; ability to delegate work effectively, including the ability to give clear instructions without "over instructing"; ability to write clear reports; and ability to design and implement practical administrative systems

Physical Requirements: The incumbent' s work is primarily in the office setting with no major physical demands. Has frequent contact with patients and with VA staff in all departments. Ability to drive government vehicles is essential in order to develop and maintain contacts with the staff at the CBOCs through personal visits.
