The position serves as a Transportation Specialist (Grant Program Manager) in the FHWA Office of Operations. Selectees will work on the implementation of a discretionary grant program of projects; provide expertise and leadership in the recommendation of grant awards and the administration of the assigned program; and as applicable to certain grant programs, serve as the FHWA Program Modal Coordinator and a Point of Contact in the FHWA-assigned grant program.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience reviewing and analyzing transportation project plans for compliance with legal requirements, environmental impacts, Federal-aid requirements, and/or Federal funding standards; AND Experience researching, interpreting, or applying Federal transportation funding/aid laws, regulations, standards, policies, and procedures for transportation projects; AND Experience interpreting and implementing transportation policies, programs, and procedures for internal organizational entities, other federal agencies, and/or affected stakeholders. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience reviewing and making recommendations in the selection process for awarding grants; AND Experience resolving transportation federal grant implementation issues OR administering transportation grant programs and project facilitation in a State or local agency; AND Experience developing, interpreting, and implementing transportation grant program policies and procedures for internal organizational entities, other federal agencies, and/or affected stakeholders. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical Knowledge - Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise. COR and Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
