The position provides national leadership to advance the implementation of effective practices and compliance in the areas of Asset and Performance Management. In collaboration with other FHWA offices, they develop, maintain, and execute training and technical assistance to support industry. In addition, provide senior-level leadership, coordination, and support for existing program activities, including the assessment of program direction in response to changes in internal and external needs.

Qualifications
For the 2101 series, specialized experience that demonstrated a knowledge of the transportation function(s) of the position to be filled is required.
To meet the minimum qualifications for this position, you must meet the specialized experience for the grade at which you are requesting consideration. You will be asked related questions as part of your application, but you need to verify how you meet the specialized experience in your resume and applicable documentation or you may be deemed ineligible.
For the GS-13: On Experience, you must have at least one year of experience, equal or equivalent to the GS-12 grade level, which included:
Experience implementing asset management and/or performance management for improvement of program operations; AND
Experience coordinating, and providing technical assistance for trainings with internal and external customers in support of transportation management; AND
Experience applying federal regulation and providing advice in program operations areas.
For the GS-14: On Experience, you must have at least one year of experience, equal or equivalent to the GS-13 grade level, which included:
Experience developing policies and guidance as it relates to asset and performance management; AND
Experience developing, and leading trainings and providing technical assistance to internal and external customers in support of transportation management; AND
Experience providing guidance and resolving issues to improve the effectiveness of performance management, asset management and/or compliance.
You cannot qualify based on education, you must meet the specialized experience.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
Teaching Others - Helps others learn through formal or informal methods; identifies training needs; provides constructive feedback; coaches others on how to perform tasks; acts as a mentor.
Data Management - Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data archiving, data disposal, and data standardization processes.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
