This position is in the Office of Tribal Transportation in the Federal Lands Highway (FLH) Office. The FLH has responsibility for administering nationwide transportation programs that serve Federal and Tribal lands and includes program planning, project development, and construction. The FLH also has responsibility for administering the emergency relief program for federally-owned roads (ERFO), Defense Access Roads, and for promoting the development of new technology.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience applying transportation legislation and regulations in partnership with localities including tribal governments to develop and implement transportation programs and projects.
Experience serving as a Contracting Officer’s Representative (COR), or in a similar role, for contracts and grants.
Experience working with Federal, State, tribal and local agencies for transportation planning and project delivery including construction.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Federal and Tribal laws, regulations and processes related to the Federal highway programs, project development processes and the development and review of Plans Specifications and Estimates.
COR and Project Management
Communication Skills (Interpersonal/Written/Presentation)
