Duties

Plans work to be accomplished by subordinates and evaluates their performance; identifies developmental and training needs of employees. Advise and assist in the development and timely dissemination of information concerning overall program activities and responsibilities. Review, recommend, and implement changes to recreation program components. Assist in research dealing with recreation, facilities operations, and visitor services to meet the needs of the National Conservation Areas (NCA’s) three million annual visitors. Recommend course of action to improve recreational opportunities and resolve problems while protecting and enhancing natural resources and the environment. Provide management with technical, procedural and operational support for the Outdoor Recreation Program, processing and monitoring Special Recreation Permits (SRPs) for events and commercial operation. Work on National Environmental Policy Act (NEPA) documents for outdoor recreation and infrastructure related NEPA documents, and on long term planning documents. Serve as coordinator and technical advisor for one or more outdoor recreation programs. Provide technical advice and recommendations based on recreation program needs, priorities, and strategic goals. Provide recommendations to local management concerning current and multi-year recreation program(s) budget funding. Recommend priorities to be included in Annual Work Plans (AWP) related to the recreation program(s) managed. Carries out supervisory duties in areas such as Diversity and EEO; internal management controls; merit system principles; safety and occupational health obligations; performance management; management of ethics, conduct.

  • Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.
  • An applicant appointed to this position must possess (or obtain within 30 days of entrance on duty) and maintain a valid state driver's license while employed in this position.
  • Incumbent must possesses and/or maintain basic First Aid and CPR Certification within 60 days of appointment, and attend refresher courses as required for the duration of appointment.
  • Incumbent must attend Contracting Officer Representative and/or Program Officer training and get certification for contracts administration and/or to manage grands and agreements as soon as classes are made available. Level determined by supervisor.
  • Incumbent is required to wear a standard BLM uniform, Class B or C as appropriate, while performing public contact duties.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: Will maintain a current, valid State Driver's License to operate Government owned vehicles such as utility-terrain (UTVs), etc. At the GS-12 Level: One (1) year of professional recreation and/or wilderness experience equivalent to GS-11 in the Federal service. Examples of specialized experience include overseeing activities associated with outdoor recreation, wilderness activity, interpretation, and/or environmental education; developing standards and guidelines for recreation, wilderness, and/or monitoring program operations and budget while preserving, restoring, and enhancing the quality of the outdoor environment; coordinating with managers, planners, resource specialists, the public, or other Federal or State government officials to identify recreation and/or wilderness program needs; conducting a full range of supervisory duties such as planning, organizing, directing, or evaluating the work of subordinate staff members. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is primarily sedentary. However, there may be some physical exertion such as walking; hiking; long periods of standing; recurring bending; crouching, stooping and carrying of items such as books and backpacks during field work. The incumbent must be physically able to perform efficiently the duties of the position. The incumbent often may be required to travel over rugged, precipitous, slippery, terrain via 4-wheel-drive vehicle on dirt or gravel roads, and by other recreational modes (i.e., bike riding, horseback riding, and ATV), while in the field. Work Environment: Work is typically performed in an adequately lighted and climate controlled office. Occasional travel may be required. The position may be required to visit field sites where risks may include exposure to inclement weather and potential injury from falls, strains, bites, stings, etc. The incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or designated by the Safety Officer. Incumbent is required to wear official BLM uniform when working with the public.

Individual Occupational Requirements (IOR):

Undergraduate and Graduate Education: Major study -- outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation.

If using education to meet the IOR, You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Experience:
Specialized Experience (for positions above GS-5): Experience that demonstrated the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes. Examples of qualifying specialized experience include:
  • Ability to deal with people of differing backgrounds and behavioral patterns.
  • Analysis and evaluation of outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs.
  • Evaluation of land or water areas for their recreation and related potential use, such as wildlife reserve.
  • Preparation or review of plans and programs for natural resource utilization and recreation area development.
  • Solution of administrative, intergovernmental, socioeconomic, and other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment.
There is no substitution of education for specialized experience at the GS-12 level.
