We expect to fill two (2) vacancies at this time; however, additional positions may be filled from this announcement if they become available.

Duties

Serve as coordinator and technical advisor for one or more outdoor recreation programs. Provide recommendations to managers on recreation program needs, priorities, and strategic goals. Advise and assist in the development and timely dissemination of information concerning program activities and responsibilities. Represent the local office manager when working with other internal and external organizations. Coordinate with managers, planners, and resource specialists to identify recreation program requirements and resource needs on a local scale and develop long and short-term outdoor recreation plans to address needs. Develop content for environmental/project planning documents such as Resource Management Plans, Site Plans, and Environmental Assessments, and review, and/or edit content that address recreational topics. Develop technical skills in the outdoor recreation planning discipline to analyze, evaluate, and coordinate matters involving recreation planning, development, and use under the direction of a specialist and/or supervisor. Develop and maintain effective working relationships with academic institutions, advisory boards, non-governmental organizations, and interest/user groups concerned with public land management. Participate on interagency and/or interdisciplinary teams and committees to discuss recreation planning, management, policies, and procedures at the State Level. Research, identify, and facilitate partnerships, cooperative agreements, and/or memoranda of understandings with other agencies, institutions, or organizations to encourage and facilitate cooperative management strategies. Provide recommendations to local management concerning current and multi-year recreation program(s) budget funding and priorities to ensure recreation priorities are met. Monitor the operating budget, research/ identify opportunities for grants, financial assistance programs, and other funding requests to ensure funding and support.

Qualifications

Promotion is not guaranteed, and no promise of promotion is implied. At the GS-07 Level: One (1) year of specialized experience equivalent at the next lower grade (GS-05) in Federal service. Examples: demonstrated ability to plan & coordinate the use of land, water & related resources for recreation & conservation purposes; carry out designated portions of an inventory of existing recreation resources; analyze problems to identify significant factors, gather pertinent data and recognize solutions; plan and organize work; and communicate effectively orally and in writing; OR completed a bachelor's degree in outdoor recreation planning or a related field AND meet the provisions of with Superior Academic Achievement (S.A.A.) See OPM Quals Standard-General Policies E(4)(f); OR completed 1 full year of graduate education or a master`s or higher degree in outdoor recreation planning or a related field that included 1 or more courses in outdoor recreation; OR an equivalent combination of the specialized experience and education described above. At the GS-09 Level: One (1) year of specialized experience equivalent to GS-07 as an outdoor recreation planner or directly related position. Examples of specialized experience may include: conduct inventories and studies to determine recreation visitor use & site suitability; prepare recreation activity plans; work on environmental assessment projects related to recreation activities; process special recreation use permits including supervising events & performing compliance monitoring; coordinate the planning, operation, fee collection, & maintenance of developed campgrounds & trailheads; OR I have 2 years of graduate education leading to a masters or equivalent degree in outdoor recreation planning or a related field that included 1 or more courses in outdoor recreation. I will provide a copy of my college transcript(s); OR I have an equivalent combination of the type and level of experience and education described above. I will provide a copy of my college transcript(s). Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate undergraduate/graduate education. Undergraduate/graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is primarily sedentary. However, there may be some physical exertion such as walking; hiking; standing; bending; carrying of items such as books and backpacks; driving an automobile or off-highway vehicle; operating a small boat, etc. Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. Occasional travel may be required. The position may be required to visit field sites where risks may include exposure to inclement weather and potential injury from falls, strains, bites, stings, etc. The incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or designated by the Safety Officer.

This position falls under the Outdoor Recreation Planning Series, 0023. There are Individual Occupational Requirements (IOR) for this job series.

This position allows for education to be substituted for specialized experience (see qualification section for education requirements). If using education to qualify - You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
