About the Position: As a Budget Analyst, you will oversee a civilian payroll program, manage agency funds using financial system databases, oversee budget policies and procedures for the command, and develop solutions to complex budgetary funding issues. This position is located at US Army Forces Command in Fort Liberty, North Carolina.
Duties
Allocates funds for projects and programs based on analysis of budget estimates, historical expenditures, projected workload, and approved funding.
Make recommendations regarding the availability of funds, requirement for reprogramming between budget accounts, and maintenance, balance, and distribution between elements.
Develops budget program processes, procedures and guidance to execute financial management plans and programs
Conducts special studies, analysis of trends, and develops projections in the identification of variances in the rates of expenditures and obligations.
Oversees short-fall and trade-off requirements, cost and appropriateness of funding requests, program productivity and workload accomplishments.
Provides senior leaders and representatives with recurring and ad hoc financial reports, developments, and presentations regarding receipts, obligations, and expenditures of funds.
Monitors monthly and at year-end closing- the utilization, obligation, expenditures, and work-year limitations for assigned accounts to ensure compliance with applicable guidelines.
Serves financial consultant and technical authority for budgeting strategies, use of financial management products, resource distribution, program priorities, financial projections and the development of annual and long-range financial plans.
Performs personnel management responsibilities by establishing work priorities and assigning work assignments for two or more budget analysts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the selectee can be terminated with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This is a Financial Management Level 2 Certified position and selectee must comply with all Department of Defense and Department of the Army requirements of this certification program.
- Failure to obtain the Financial Management Level 2 certification within the required time may subject the selectee to adverse action.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes experience in 1) Analyzing and tracking funding of a large scale civilian payroll program; 2) Developing budget policies and procedures for a command; 3) Assessing the impact of changes pertaining to assigned areas, making budgetary adjustments and recommendations to higher level echelon; 4) Developing cost factors, ratios, test and other mathematical modules to evaluate the status of funds; 5) Determining cost-benefits of alternative budget and program actions; AND 6) Retrieving substantial amounts of data from financial system databases (i.e., GARMY, GFEBS) to analyze financial performance and create informative reports for senior leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
