Duties
The primary purpose of this position is: To serve as a Joint DMO Exercise Program Manager and as a Component Numbered Air Force (C-NAF) headquarters level senior program analyst, applying Air Force operational experience, to plan, organize and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of assigned Numbered Air Force programs.
Serves as Serves as a Joint OMO Exercise Program Manager.
Implements the 601'' AOC Certification, Upgrade, and Continuation Training Programs and provides DMO exercise support through scenario development and simulator and simulation operations.
Integrates, synchronizes, and implements sophisticated modeling and simulation equipment and procedures with N-NC tactical, operational, and strategic command and control (C2) mission processes, rules of engagement (ROE), and tactics, techniques and procedures (TTPs) to train military and civilian organizations, battle staffs, and individual warfighter assets.
Plans, organizes, leads or participates in ad hoc studies, special studies, projects. Provides research, analysis, initiatives and evaluations.
Represents AFNORTH OMO with a variety of service and functional area organizations.
Performs first level supervisory personnel management responsibilities.

- Work requires frequent travel away from the normal duty station on military or commercial aircraft. Work may require travel to an AOR of ongoing military actions.

- Overtime may be required as workload demands.

- Operational Air Force experience (e.g. pilot, navigator, air battle manager) is critical to the successful completion of work.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes Expert knowledge of Air Force participation in the Chairman Joint Chiefs of Staff (CJCS) and Joint exercise program, NORAD-NORTHCOM LVC exercise program and efforts. AFNORTH DMO exercise and training programs, ACC unit DMO scheduling process and AFNORTH DMO exercise development and execution processes and well as ability to integrate AFNORTH DMO exercises, sister service LVC exercise and joint L VC exercises; Expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as mission and flight operations, tactical and operational level training, rescue, deployment, mobilization, PPBS. acquisition, special operations, exercise, foreign military sales, contingency, or similar operations; Expert technical and analytical knowledge of DMO and LVC capabilities, processes, LIMFACS, and infrastructure that combines highly technical DMO training capabilities with evolving HLD warfighter tactics, techniques, and procedures providing dynamic and effective synthetic training environment
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of Air Force participation in the Chairman Joint Chiefs of Staff (CJCS) and joint exercise program, NORAO-NORTHCOM LVC exercise program and efforts, AFNORTH OMO exercise and training programs, ACC unit OMO scheduling process and AFNORTH OMO exercise development and execution processes and well as ability to integrate AFNORTH OMO exercises, sister service LVC exercise and joint L VC exercises.
Expert knowledge of joint, USAF, and AFNORTH OMO and LVC processes, capabilities, and infrastructure to include the ability to balance OMO technical LIMFACS with operational warfighter equipment and processes; Knowledge of AFNORTH , NORAO-NORTHCOM and Air Force policies, programs, goals and objectives as they relate to the AFNORTH participation in various LVC exercise programs including command and control and operational concepts with particular emphasis on Homeland Defense Operations and Defense Support of Civil Authorities.
Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operations events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events and relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as mission and flight operations, tactical and operational level training, rescue, deployment, mobilization, acquisition, special operations, exercise, contingency, or similar operations.
Skill in designing and conducting comprehensive studies, and preparing solutions to especially board, important, and severe military operational and contingency areas; Ability to plan, organize, and lead studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive change in established concepts and procedures.
Knowledge of health, safety and security regulations, practices, and procedures; Ability and skill in gathering, assembling and analyzing facts, drawing conclusions, conducting analysis devising recommended solutions, and packaging the entire process into briefings, papers, reports suitable for top leadership (General Officer level) use and decision-making; Ability to communicate effectively both orally and in writing, to negotiate complex issues, and maintain good working relationships; Ability to supervise employees using knowledge of personnel management regulations and procedures required to hire, train, and appraise employees, and skill to teach marketing techniques to employees; Ability to communicate effectively, both orally and in writing, using a high degree of tact and diplomacy, to prepare and present surveys, reports, proposals, and press releases.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
