Duties

The primary purpose of this position is to exercise second level supervisory and managerial authority as the Deputy Chief. Wing Plans and Programs (62 AW /XP). Leads, plans, organizes, and directs the activities of 62 AW /XP, ensuring all operations within this wing staff agency comply with legal and regulatory requirements and meet 62 AW/CC and other customer's needs. Exercises supervisory personnel management responsibilities. Represents the 62 AW /CC and 62 A WIXP at executive level meetings and discussions with a variety of installation and functional area organizations. Manages mission support resources for 62 AW/XP. Program manager for 62 AW Joint Base implementation.

  • This is a "Key" position. Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available. Position performs 62 AW /XP on-call duties for 62 AW /CC Crisis Action Team(CAT).
  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

(Cont.) Conditions of Employment: Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance. This position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Incumbent of this position is subject to the possibility of a random drug test. The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series, GS-0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes skill in personnel leadership, supervision, program management, team-building, project planning, and project management; ability to inspire, motivate and guide others toward goal accomplishment; knowledge and skill to gather, assemble and analyze facts, draw conclusions, devise solutions to problems and identify changes and trends; skill in effectively communicating with Senior Executives, commanders, and other staff members (oral and written communications); skill in application of analytical and evaluative methods and procedures to resolve complex and difficult problems; these problems are critical to management decisions; knowledge of goals and objectives of DoD, AF, HQ AMC, 62 AW/CC, and Command Staff activities supporting peacetime, contingency and wartime requirements and the ability to convey these to others; ability to establish and maintain good working relationships with individuals/groups within the office as well as outside the immediate work unit; knowledge of program evaluation factors and techniques to assess program accomplishments to identify resource requirements and knowledge of safety and security regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
