Duties
The primary purpose of this position is to serve as the Director of Staff for the Wing Commander and Vice Commander, exercising management authority over the Wing's Command Staff operations and assist leadership in maintaining the forward direction of the organization mission.
Provides support to management in planning, organizing, and overseeing the Staff activities of the Wing Staff with direct oversight of training, readiness, plans, process improvement, and innovation functions.
Exercises supervisory personnel management responsibilities.
Represents the Wing with a variety of installation and functional area organizations.
Establishes, defines, and implements requirements for staff programs to ensure services and functions are in line with organizational goals and mission requirements.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff activities, higher headquarters, and local, state and federal officials; to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.

- Appropriately handles and safeguards sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- Centrally Managed Position. PCS expenses if authorized will be paid IAW JTR and Air Force Regulations.
- "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Key - "This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available."
Mission Essential - This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series, GS-0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of management planning policies, practices, regulations, and laws associated with the organization's structure, mission, functionality, capabilities, and limitations related to key staff level functions; leadership and technical skills to identify development goals and objectives, develop comprehensive project plans and when necessary, and direct ad hoc teams; skill to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources; including skill to recognize and clearly define program deficiencies that may be eliminated through improvements or risk mitigation; skill to communicate both orally and in writing, clearly, concisely, and with technical accuracy and persuasively interact with other senior management and scientific personnel to negotiate major issues of importance; in-depth knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures and skill to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of management planning policies, practices, regulations, and laws associated with the organization's structure, mission, functionality, capabilities, and limitations related to key staff level functions.
2. Leadership and technical skills to identify development goals and objectives, develop comprehensive project plans and when necessary, and direct ad hoc teams.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
