Duties
The primary purpose of this position is: to serve as Executive Officer responsible for ensuring that the policies of the senior ART and of the command, relative to day-to-day operations, are carried out and to assist the supervisor in the administration of the 446th Airlift Wing. Additionally, provides training to reservists in the accomplishment of tasks set forth herein.
Maintains constant awareness of the effectiveness and status of wing programs and activities through inspection and visual observations, review of recurring and special reports thereon, and from personal contacts with the wing staff and operating officials
Performs a variety of staff studies relating to management of the wing, both in general evaluation of program effectiveness to provide data required in current or future plans and operations, and in reply to requirements imposed by higher headquarters and is concerned with such types of study as manpower requirements for administering the various programs
Represents the senior ART at meetings and conferences involving agency plans, interpretation of policies, special events, and projects, etc
Formulates security measures in compliance with regulations
Process owner of wing protocol, wing history, and wing staff civilian appraisal program and inspection team reception plan

Qualifications
In the absence of the 446"' Support Group Commander, incumbent will provide overall staff direction of the Consolidated Base Personnel Office (CBPO), Commnications Flight, two Civil Engineering Squadrons, and a Security Police Flight
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration And Program series 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area studied; knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of organization, programs, missions, and functions of the Air Force Reserve Wing
Knowledge of analytical and investigative techniques to conduct staffing requirements and utilization surveys at field or installation level
Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/ organizational techniques, and military command
Knowledge of operating programs throughout the wing in order to conduct studies, analyze findings, and make recommendations on substantive operating programs
Ability to plan, organize, assign work, and communicate effectively both orally and in writing
Skill and ability to prepare project and staff reports and deliver briefings to high-level officials, both civilian and military; knowledge of military, congressional and high-ranking government civilian protocol procedures
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
