THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a HUMAN RESOURCES SPECIALIST (CLASSIFICATION), Position Description Number T5026P01, T5938000 and is part of the KS Joint Forces Headquarters, National Guard.
Duties
As a HUMAN RESOURCES SPECIALIST (CLASSIFICATIONS), GS-0201-09/11, you will perform developmental assignments of moderately difficult and complex nature consisting of well-precedented tasks designed to orient the employee in the application of Human Resource programs and activities. Assignments are combined with training to develop analytical skills and techniques used to resolve issues or problems of a procedural or factual nature. Individual projects can be performed utilizing established, commonly applied methods. Work includes various duties involving different and unrelated tasks. Independently plans and carries out successive steps and handles problems and deviations in work assignments in accordance with instructions, policies, previous training, or accepted practices. Manage full-time manpower requirements for the State. Review determinations of ANG/ARNG manpower requirements/authorizations derived from the Unit Manpower Document (UMD) and Voucher. Ensures requirements/authorizations are properly distributed according to workload factors contained in various Manpower Staffing Standards, equipment density allocations; Modified Table of Organizational Equipment (MTOE) and Table of Distribution and Allowances (TDA) or other methodologies used in justification of manpower requirements. Assists with or implements classification releases and related manpower changes. Other duties as assigned.
Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK"
Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5 day workweek, then a 4 day workweek ( 8 nine-hour days and 1 eight-hour day and an SDO, Scheduled Day Off) to complete the 80 hour pay period. Work schedule is subject to change based on mission requirements.
Requirements

- Participation in direct deposit is mandatory.
- Must be able to obtain and maintain the appropriate clearance designated at the State through the use of the Position Designation Tool within one year of appointment.
- May occasionally be required to work other than normal duty hours; over/comp time may be required.
- May require travel in military and/or commercial aircraft to perform temporary duty assignments.
- The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver’s license is mandatory.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar
Qualifications
GENERAL EXPERIENCE:
For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience in the following:
Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
Plan and organize work; and
Communicate effectively orally and in writing.
Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled.
SPECIALIZED EXPERIENCE:
Specialized GS 09: Must have the specialized experience equivalent to at least the next lower grade level in the normal line of progression to perform developmental assignments of moderately difficult and complex nature consisting of well-precedented tasks designed to orient the employee in the application of Human Resource programs and activities.
Specialized GS 11: Must have at least 1-year specialized experience equivalent to at least the next lower grade that prepares you to perform the duties of the position which includes demonstrating knowledge of a wide range of human resource management concepts, practices, laws, regulations, policies and precedents sufficient to provide comprehensive human resources management, position management and classification.
Education
Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified below:
GS 09: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
GS 11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
