The Supervisory Program Specialist reports to the Mental Health & Behavioral Sciences Service (MH&BSS) at the Bay Pines VA Healthcare System. The MH&BSS is dedicated to providing healthcare in an environment that is patient-centric, integrated across the continuum of care, and promotes excellence in quality and patient safety.
Duties
Duties include, but are not limited to the following:
Serve as the Quality Assurance Specialist.
Develop programs, data capture & report procedures and provide expert and accurate guidance concerning the programs and elements involved.
Actively participate in the development of procedures, policies and effective planning for the delivery of quality healthcare.
Design studies, training programs and organizational strategies for identifying opportunities to improve customer service.
Review and evaluate completed staff actions.
Directly supervise assigned employees by setting priorities and establishing schedules.
Evaluate performance, recommend promotions and awards.
Approves requests for leave.
Work Schedule: Monday - Friday, 8:00 AM - 4:30 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provides expert and accurate guidance on requirements for data collection, document preparation, facility management, self-evaluation, and organizational preparedness; Actively participates in the development of procedures, policies and effective planning for the delivery of quality healthcare; Participates in the development of both long and short-range plans by coordinating needs and management of administrative aspects; Develops, enhances, and recommends organizational structure modifications; Designs studies, training programs and organizational strategies for identifying opportunities to improve customer service and process quality; Serves as a vital component in administration of service programs pertaining to the planning, organizing, and direction of all day-to-day administrative activities in the outpatient and residential programs; Reviews and evaluates completed staff actions; Assists in training staff on records management; Directly supervises assigned employees by setting priorities and establishing schedules; evaluates performance, recommends promotions and awards; approves requests for leave; identifies training needs; keeps employees informed; provides counsel; and recommends disciplinary action as required.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Typically the work is mostly sedentary. The work requires walking, standing, bending and carrying light items such as books, papers and files.
