About the Position: This position is with the U.S. Army MSCoE,Homeland Defense/ Civil Support Office, Compliance Testing on Fort Leonard Wood. The Fort covers more than 61,000 acres and is located in Pulaski County, Missouri. Bordering the installation to the North are the towns of Waynesville/St. Robert and Interstate 44. St. Louis is a 2 hour drive to the East along I-44 and Springfield is a little more than an hour's drive to the West of Fort Leonard Wood.

Duties

Serve as a training specialist responsible for the training/testing program for International Fire Safety Accreditation Congress (IFSAC) Certification of the Awareness, Operations, and Technician levels of training Provide instruction to course personnel and students and exercise close oversight of all phases of test material receipt, storage, protection, issue, administration, scoring and destruction. Provide instruction for IFSAC testing to instructor personnel on IFSAC compliance and Awareness, Operations, and HAZMAT Tech requirements. Use various training manuals, study guides, lesson plans and other available reference sources to present training. Assist in making any changes required to instructions due to changes in the regulations or mission that cover the requirements for the courses. Seek ways and opportunities to expand knowledge, skills and abilities to enhance job performance and stays abreast of current trends and technologies. Ensure testing facilities meet test security requirements and procedures are followed according to the USACBRNS TAG. Implement all updates provided by AFCEC for the National Fire Service Protection Agency requirements for course criteria.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Applicants must be able to meet initial certification requirements and annual recertification for: HAZMAT levels Awareness, Operations, and Technician, Mass Casualty Decontamination.
• Applicants must be able to meet initial certification requirements and annual recertification for Urban Search and Rescue levels 1 and 2 (under IFSAC, and NFPA standards adopted by DOD).
• The individual must obtain and maintain CBRNE/HAZMAT certification at the technician level.

Specialized Experience: One year of specialized experience which includes: 1) instructing students on International Fire Safety Accreditation Congress (IFSAC) Compliance within the disciplines of Hazardous Materials (HAZMAT) and Urban Search and Rescue (US&R) levels of Awareness, Operations, and Technician requirements, 2) using various training manuals, study guides, lesson plans and other available reference sources to present training, 3) ensuring testing facilities meet test security requirements and procedures are followed accordingly, and 4) performing required program maintenance and evaluating performance records. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in education or a subject area related to the position to be filled. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
