Duties
You will perform application development, implementation, maintenance, and enhancement of information systems security requirements, policies, procedures, and tools to ensure the confidentiality and integrity of systems, networks, and data.
You will develop, coordinate, test and implement major software upgrades, security patches, and mandatory changes that are required on all supported applications.
You will troubleshoot and resolve complex technical problems throughout the entire systems development lifecycle, addressing items such as systems capacity, performance, secure software development practices.
You will review existing software code, develop, and review new code to provide daily support or enhancements to critical manpower applications with a focus on secure development.
You will receive, analyze, assign, and track errors in the daily support of new and existing Angular, Java, and JavaScript/NodeJS web applications.
You will serve as project coordinator for the development life cycle of applications and supporting systems that are critical to the success of manpower systems supporting the Marine Corps.
You will assist in the management of the development schedule in order to deliver timely products aligning with MIT priorities.
You will prepare and present briefs describing systems capabilities, future initiatives, problems, or other critical issues requiring higher level decision authority.
You will assist in the planning, scheduling and coordination of Configuration Control Boards for all assigned manpower applications or programs.
You will evaluate system acquisition/implementation designs and plans ensuring that information assurance measures and requirements have been integrated and met.

- This is a Level II IT systems Position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may be eligible for situational or ad-hoc telework at the discretion of management.
Qualifications
You are required to have information technology (IT) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Performing code reviews and assisting in the development of application test plans.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency include: Reviewing existing software code, develops, and reviews new code to provide daily support or enhancements to applications.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, and responds appropriately. IT-related experience demonstrating this competency include: preparing and presenting briefs describing systems capabilities, future initiatives, problems, or other critical issues requiring higher level decision authority.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Developing, coordinating, testing, and implementing major software upgrades, security patches, and mandatory changes required.
In addition to the experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: knowledge of advanced IT application development principles, concepts, methods, standards, and practices sufficient to develop and interpret policies, procedures and strategies governing the planning and delivery of software applications and services throughout the USMC.
