DCSA's Chief Information Officer is seeking a Deputy Chief Information Officer (DCIO). This is a technical position that requires a comprehensive knowledge of the complexities of a multi-faceted network. In this role, you will be responsible for full spectrum operations of a dynamic IT network providing detailed assessments, analysis, and recommendations on systems engineering, systems analysis, user experience, customer support, policy, governance, network security, and program management.

Duties

As the Deputy Chief Information Officer (DCIO) incumbent is responsible for full spectrum operations of a dynamic IT network providing detailed assessments, analysis, and recommendations on systems engineering, systems analysis, user experience, customer support, policy, governance, network security, and program management. Coordinates with National Institutes of Standards and Technology (NIST), Defense Information Systems Agency (DISA), National Security Agency (NSA), Committee on National Security Systems (CNSS), Office of the Director of National Intelligence (ODNI), Joint Forces Headquarters DOD IN and others relative to information technology and cyber security policies and procedures affecting DCSA automation initiatives. Through subordinate leaders, provide technical IT engineering support including design, architecture, development, integration, assessment and authorization, oversight, and support for DCSA.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG -14 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Expert in implementing full spectrum technical network operations providing detailed assessments, analysis, and recommendations to support systems engineering, systems analysis, user experience, customer support, policy, governance, network security, and program management. Ability to motivate and guide others toward goal accomplishments by consistently developing and sustaining cooperative working relationships. Comprehensive knowledge of various DOD program policies, legislation, executive orders, directives, and regulations. Ability to translate, implement and monitor technical aspects of plans, budgets, and related resource allocations in support of DCSA strategic objectives. Ability to exercise sound, definitive, independent judgment in developing, issuing, evaluating, and negotiating information technology issues with internal and external stakeholders. Specifically you will be evaluated on the following competencies: Information Technology Customer Support - Provide functional and/or technical support to customers to ensure validation of requirements and delivery of Information Technology capabilities. Information Technology Policy and Planning - Develop and promulgate Information Technology strategy, policy, guidance, and plans. Monitor to ensure consistency and compliance. Information Technology Configuration Management - Plan, implement, track and/or evaluate configuration/requirement changes across the enterprise and organizations. Network Operation - Implement, operate, monitor, troubleshoot and/informaintain network systems and associated activities. Information Technology Performance Assessment - Conduct continuous performance measurement to ensure that Information Technology activities, processes, and/or hardware/software are achieving desired results. Information Technology Life Cycle Management - Plan, develop and/or manage processes across the information systems/services life cycle to ensure Information Technology capabilities meet current and future organizational and enterprise missions. .
