The primary purpose of this position is to serve as the senior professional performing high-level security analysis duties and the principal advisor for policy, processes, and procedures for both technical and management approaches to the development, production, and deployment of the AFOSI Law Enforcement and Counterintelligence (LE/CI) IT Portfolio.

Duties

Provides interpretation of a broad range of IT statutory requirements, policies, and guidance and ensures integration into AFOSI's Cybersecurity measures. Develops, implements, maintains, and oversees the AFOSI Cybersecurity Program. Establishes and enforces DoD Assessment and Authorization (A&A) process on behalf of AFOSI. Prepares and delivers oral presentations such as briefings of conclusions, training sessions, consultation, and strategy sessions to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in programs/capabilities.

  • The employee may be required to travel TDY, sometimes on short notice, traveling in military and/or commercial aircraft or by other designated means.
  • Must be able to obtain and maintain a Top Secret with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • Position is Special Sensitive and must be eligible for access to Sensitive Compartmented Information, other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs to perform duties of the position.
  • May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours.
  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Failure to receive the revised proper IA certification may result in removal from this position.
  • Per DoDM 8140.03, the recipient of this additional duty must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoDM 8140.03.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • The incumbent must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander’s designated representative(s).
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND I have at least one (1) year of specialized experience equivalent to the GS-14 grade level or equivalent in other pay systems. Examples of specialized experience includes: The utilization of IT policies and plans to assess the impact that policy changes and emerging technology will have on the organization's current and future IT plans/programs; the application of multiple IT disciplines, principles, standards, and practices to support the development, production, and deployment of an organization's IT Portfolio; and the completion of various projects and studies that require analysis of highly complex and unprecedented interrelated issues consisting of effectiveness, efficiency, and productivity. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of IT standards, network standards, Cross Domain Solution (CDS) approval process, and information sharing security regulations, practices, and procedures; as well as information management and security relegations, practices, and procedures. Expert knowledge of mission, roles, functions, organizational structures, and operation of high-level agencies that govern, interface with, and/or influence information sharing, cybersecurity management, and acquisition processes. Mastery Knowledge in critical aspects of development, production, and system investment decision-making and to coordinate various aspects of planning and requirements such as enterprise architecture, IT portfolio management, financial management and contracting as it relates to requirements of the Clinger-Cohen Act. Skill necessary to communicate effectively with senior leaders across the DoD and Air Force functional and technical communities both orally and in writing. All oral and written communications always clear, concise, and with technical accuracy. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission; Ability to plan, organize work, and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
