This position is in the Office of the Chief Information Officer (OCIO) and serves as the Defense Counterintelligence and Security Agency's Chief Enterprise Architect (CEA). Participates in Digital Transformation as an innovative and enlightened thinker combining strategy, design, and technology to architect extraordinary experiences for DCSA's workforce and mission partners. CEA provides technical expertise to ensure efficient, streamlined end-to-end processes across the IT Digital Ecosystem.

Duties

As a SUPERVISORY IT SPECIALIST (ENTERPRISE ARCHITECTURE) you will be responsible for the following duties:

Qualifications

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG- 14 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Mastery of enterprise architecture concepts, principles, methods, and practices sufficient to plan and carry out difficult and complex assignments and develop new methods, approaches, and procedures, and to provide advice and guidance on a wide range and variety of complex IT issues. Expert who understands enterprise digital capabilities and creates enlightened thoughts and transformation actions on the vision for DCSA Enterprise Digital Ecosystem that includes mission processes, mission models, and emerging domains. Extensive experience solving complex mission, workflow and technology problems ensuring IT infrastructure, platforms, and tools deliver mission capabilities. Skilled expert of IT infrastructure (networks), cloud and analytics platforms, data architecture, requirement analysis and methods to advise, coordinate and collaborate with internal and external stakeholders and senior leaders. Knowledge of Information Management/Information Technology statutes, laws, acts, regulations, policies, and directives in the Federal government, DoD, and Intelligence Community. Develop cloud computing technology planning, cloud policies, and application assessment for cloud suitability. Specifically you will be evaluated on the following competencies: Enterprise Architecture - An enterprise architecture (EA) is a conceptual blueprint that defines the structure and operation of an organization. The intent of an enterprise architecture is to determine how an organization can most effectively achieve its current and future objectives. Infrastructure Design - Knowledge of the architecture and typology of software, hardware, and networks, including LAN WANS, and telecommunications systems, their components and associated protocols and standards, and how they operate and integrate with one another and with associated controlling software. Information Technology Life Cycle Management - Plan, develop and/or manage processes across the information systems/services life cycle to ensure Information Technology capabilities meet current and future organizational and enterprise missions. Data and Content Management - Coordinate and collaborate with subject matter experts to monitor, develop and implement plans, policies, programs, and processes to enhance the value of data and information assets. Flexibility - Is open to change and new information; adapts behavior or work methods in response to new information, changing condition, or unexpected obstacles; effectively deals with ambiguity.

Substitution of education may not be used in lieu of specialized experience for this grade level.
