Duties

You will oversee application development, implementation, maintenance, and enhancement of information systems security requirements, policies, procedures, and tools to ensure the confidentiality and integrity of systems, networks, and data. You will develop, coordinate, test and implement major software upgrades, security patches, and mandatory changes that are required on all supported application You will troubleshoot and resolve complex technical problems throughout the entire systems development lifecycle, addressing items such as systems capacity, performance, secure software development practices, etc. You will existing software code, develops, and reviews new code to provide daily support or enhancements to critical manpower applications with a focus on secure development. You will receive, analyze, assign and track errors in the daily support of new and existing Angular, Java, JavaScript/NodeJS, Python, C/C++, and .Net web applications. You will serve as project coordinator for the development life cycle of applications and supporting systems that are critical to the success of manpower systems supporting the Marine Corps. You will assist in in the management of the development schedule in order to deliver timely products aligning with MIT priorities. You will prepare and present briefs describing systems capabilities, future initiatives, problems, or other critical issues requiring higher level decision authority. You will plan, schedule and coordinate Configuration Control Boards for all assigned manpower applications or programs by coordinating with other divisions, subordinate and higher commands, or external agencies whenever required. You will evaluate system acquisition/implementation designs and plans ensuring that information assurance measures and requirements have been integrated and met.

  • The employee is required to obtain and maintain Information Assurance Manager (IAT) Level II certification within six months of employment per DoD Directive 8570.01 and SecNav Manual 5239.2.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may be eligible for situational or ad-hoc telework at the discretion of management.

Qualifications

You are required to have information technology (IT) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Performing code reviews and assisting in the development of application test plans. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency include: Reviewing existing software code, develops, and reviews new code to provide daily support or enhancements to applications. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, and responds appropriately. IT-related experience demonstrating this competency include: preparing and presenting briefs describing systems capabilities, future initiatives, problems, or other critical issues requiring higher level decision authority. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Developing, coordinating, testing, and implementing major software upgrades, security patches, and mandatory changes required. In addition to the experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Troubleshooting and resolving complex application programming and scripting languages throughout the entire systems development life cycle, addressing items such as systems capacity, performance, secure software development practices, and accessibility of web-based applications and databases.
