This position is located in the Office of Equal Employment Opportunity, Diversity, and Inclusion, National Transportation Safety Board (NTSB). The incumbent's principal assignment will be to provide a range of services in affirmative employment programs and discrimination complaint processing for employees and applicants for employment on any permissible basis (i.e. race, color, national origin, religion, sex, age, disability, genetic information, or reprisal).
Duties
As a Equal Employment Opportunity Specialist, GS-0301-12/13, you will perform the following major duties:
Implements and enforces the EEO laws including the Civil Rights Act of 1964, Age Discrimination in Employment Act of 1967, Equal Pay Act of 1963, Genetic Information Nondiscrimination Act, No FEAR Act of 2002, and Section 503 of the Rehabilitation Act.
Administers/oversees the EEO complaint process, including but not limited to: pre-complaint counseling, investigations of formal complaints, EEO alternative dispute resolution (ADR), settlement compliance, Final Agency Decisions, and EEO reporting.
Investigates conditions and pinpoints the root causes of observed triggers/barriers to EEO. Provides direction and guidance to special emphasis program managers.
Provides training to managers, supervisors and employees on employee rights and responsibilities under EEO and Civil Rights laws.
Writes and/or updates NTSB policies, procedures, and develops and compliance letters in accordance with the Equal Employment Opportunity Commission (EEOC) guidelines.
Collects and maintains data to prepare the annual MD-715 report, 462 statistical report, quarterly No Fear Act report, and the Annual No Fear Act Report to Congress.

Qualifications
To qualify for this position, you must meet the requirements below:
GS-12: You must have one year of specialized experience equivalent to the GS-11 grade level in the Federal Government. (experience may have been gained in the private sector). Specialized experience is experience applying a comprehensive knowledge of Federal Equal Employment Opportunity (EEO) and Americans with Disabilities Act (ADA) laws, regulations, and guidelines to perform the following: Collecting and evaluating workforce data to identify and define systematic barriers to EEO; Researching and writing letters of acceptance/dismissal of formal EEO complaints and reviewing reports of investigation for regulatory sufficiency; assisting in the planning, coordination, and execution of Special Emphasis programs, events, and activities.
GS-13: You must have one year of specialized experience equivalent to the GS-12 grade level in the Federal Government. (experience may have been gained in the private sector). Specialized experience is experience applying a comprehensive knowledge of Federal Equal Employment Opportunity (EEO) and Americans with Disabilities Act (ADA) laws, regulations, and guidelines to perform the following: implement and evaluate federal equal employment opportunity (EEO) and affirmative employment programs; manage all aspects of federal complaints processing and reasonable accommodation programs; research and write letters of acceptance/dismissal of formal EEO complaints and review reports of Investigation for regulatory sufficiency; plan, develop, and lead special emphasis programs; develop EEO and diversity equity, inclusion and accessibility workforce training.
