This position is within Department of Agriculture, Office of the Assistant Secretary for Civil Rights, Office of the Director, Conflict Complaints Staff. The incumbent serves as principal advisor to the Assistant Secretary, Deputy and Associate
Assistant Secretary for Civil Rights on policies and procedures relating to the overall direction, management, oversight, and evaluation of processing equal employment opportunity (EEO) formal, informal, individual, and class action complaints.
Duties
Serves as an expert advisor on the application and interpretation of laws, regulations, orders, and polices concerning all aspects of the Equal Employment Opportunity (EEO) complaint process and related procedures.
Applies managerial and technical EEO knowledge and skills to plan, organize, direct, staff, carry out, and evaluate the Office of the Secretary (OSEC) equal employment program.
Coordinates and/or advises on complex systemic equal employment problems requiring comprehensive and coordinated affirmative action efforts including, recruitment planning, job design, and employee development.
Submits accurate and timely preparation of critical reports and plans such as the No Fear Act, Equal Employment Opportunity Commission (EEOC) 462 report and EEO Management Directive (MD-715) Report for the serviced entities.
Creates and refines strategies, EEO policies, and programs to reduce the number of overall complaints files; educates executives,
managers, and supervisors regarding trends and methods to reduce complaints.
Formulates short-and long-range program goals and objectives that are linked to the department's overall mission and goals.
Establishes goals, objectives, and strategies for the prevention of EEO complaints, and monitors data and trends on EEO complaint activity.
Responds management by allocating program resources, setting program priorities, delegating authority, reviewing and evaluating program activities, making major technical and program management decisions, and selecting and training program staff.
Supervises tasks including appropriate training and development activities, approving personnel actions, recommending employee recognition awards, hearing and resolving grievances, and taking disciplinary actions as necessary.
Requirements

- If selected, you may be required to serve a probationary or trial period as applicable to appointment type.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:
GS-15: One year of specialized experience, equivalent to the GS-14 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as an Equal Employment Manager. For this position, the specialized experience is includes (1) Serves as principal advisor for Civil Rights on policies and procedures relating to the overall direction, management, oversight, and evaluation of processing equal employment opportunity (EEO) formal, informal, individual, and class action complaints and conflict of interest cases and highly sensitive Equal Employment Opportunity complaints of discrimination; (2) Directly and indirectly, through a staff of employees, engaging in technical and administrative work; and (3)Providing guidance and technical advice to program managers on Equal Employment Opportunity programs, policies, and processes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
