Duties
You will serve as Principal Assistant Program Manager (PAPM), and will lead, manage acquisition and programmatic activities for Navy learning management Business Information Technology (IT) programs and systems.
You will work with all subordinate personnel in developing reasonable performance goals which both enhance/challenge individual professional standing and which support program and higher-level objectives.
You will facilitate cost-effective management of Business (IT) systems to meet stakeholder and end-user system requirements.
You will manage acquisition processes, projects and services across disparate functional and competency lines to maximize productivity within defined cost, schedule, and technical performance requirements.
You will provide analysis, reporting, and recommendations for service delivery to ensure leadership and appropriate stakeholders are informed of planned activities, deviations from plans, and impacts of proposed changes.
You will support Department of the Navy (DON) and Department of Defense efforts to transform and optimize Enterprise IT capabilities.
You will plan work to be accomplished by subordinates, setting priorities, and preparing schedules for completion.
You will work closely with subordinate personnel towards meeting individual performance thresholds, and seeks to challenge employees through assignments that require independent initiative and long-term planning.
You will perform risk management activities to identify opportunities and mitigate program/project risks.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA).
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: lead and manage acquisition and programmatic activities for Navy learning management Business IT programs and systems that include the development, deployment and sustainment of Business IT systems.
