This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business and Technical Management to recruit and appoint candidates to positions in the competitive service.
About the Position: This position is covered by pay lanes and is in Pay Lane NH-04/PL1 (NS). The Pay Lane salary range is $122,198 to $162,900 with locality.
Duties
Coordinates and develops procedures relating to financial management, acquisition, implementation, distribution, and logistical support for the hardware, software, supplies, and services required by the project.
Plans, conducts and/or directs highly complex reviews and initiates reports which are provided to higher headquarters and other commands with recommendations on the best courses of action.
Evaluates financial resources in light of the technological capabilities available in the commercial marketplace.
Identifies and balances risks, selects alternatives and plans how to best accomplish the goals and objectives of the project within recognized guidelines. Identifies unfunded requirements.
Projects major project milestones and events necessary to complete the strategic implementation of the acquisition project.
Reviews input from team leaders at integrated logistics systems sites worldwide for appropriateness of requests, availability of resources, and compatibility with the integrated logistics effort.
Assist in the preparation of Requests for Proposal, Statements of Work, Contract Data Requirements Lists, specifications, acquisition plans and evaluations plans.
Performs contract administration by conducting contractor programs reviews, approving data items, waivers/deviations, and engineering change proposal.
Requirements

- Acquisitions Back- to- Basics- Selectee must meet position requirements for Practitioner certification in (A) Program Management within 60 months as of entrance on duty.
- Must be able to obtain and maintain a determination of eligibility for a Top Secret security clearance for the duration of employment.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 10% of the time.

Specialized Experience:
Applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service which includes: (1) Managing system design, development, acquisition planning and programming; (2) Executing all aspects of the acquisition process (such as development, testing, system integration, production, sustainment and product improvement); (3) Monitoring cost, schedule, and performance of project/programs or products; (4) Developing project milestones and events necessary to complete the strategic implementation of the acquisition project ; (5) Presenting information decision briefings on assigned programs to senior level management ; and (6) Supporting Program Objective Memorandum (POM) planning, cost estimating, budgeting, program integration and oversight.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.
This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
Acquisition Back to Basics: Practitioner (formerly Level II): This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Program Management) certification within 60 months as of entrance on duty.
