About the Position: Serve as the assistant to the South Florida Ecosystem Restoration (SFER) Cost Share Manager with the area of responsibility in the State of Florida. Responsible for the formulation, justification, and execution, tracking and monitoring within the Jacksonville District's Civil Works Mission in the amount of $3.2 billion which encompasses C&SF projects. This is a developmental position with promotion potential to the GS-12 grade level. May be selected at grade GS-11 or GS-12.
Duties
Responsible for planning, organizing and carrying out the formulation and justification phases for assigned programs.
Review new and established directives, instructions and regulations for potential impact on program and budget operations.
Interpret complex annual budget regulations, policies, laws and guidelines.
Prepare draft and final justification documents.
Provide advice on aspects of the interpretation and application of guidelines for the various agency budget programs.
Prepare project financial status updates through monthly reports for review.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires FMC02 - Financial Management Certification Level 2 within 24 months of appointment.

Specialized Experience for the GS-11: One year of specialized experience which includes maintaining records of funding, obligations and expenditures for assigned projects through financial management software. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience for the GS-12: One year of specialized experience which includes maintain records of funding, allocation tables, review and process budget change requests, creating and funding labor charge codes through use of financial management software. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
