About the Position: Serves as a Lead Budget Analyst/District SME in Financial Management Section and a point of contact for junior analysts, Project Delivery Team Members, Program/Project Managers with the vertical team. Maintains positive working relationships with our sponsors, regional team as well as HQ by resolving policy and process issues.

Duties

Responsible for tracking, monitoring, and executing budgets. Review civil works program criteria, real estate plans, design documents, cost share agreements, and proposed scope and cost changes. Compile cost share records, calculation spreadsheets, and correspondence for managers. Prepare reports and records of work accomplishments and administrative information, as required. Coordinate the preparation, presentation, and communication of work-related information to the supervisor. Provide financial guidance and staff support to District Management, Program Managers, and lower grade budget personnel, and provides technical expertise necessary for fiscal functions essential to the program. Maintain Cost Share accounts during budget formulation using research on historical trends, current project requirements, and future program workloads. Validate program objectives with managers regarding project authorities, early non-Federal sponsor coordination and phase status to successfully formulate, develop, and monitor program/project budgets.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • This position requires FMC02 - Financial Management Certification Level 2 within 24 months of appointment.
