The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned. Employee will also serve as senior information technology (IT) specialist program manager and consultant to management in support of installation AFNet Enterprise Services delivery, requirements and implementations.
Duties
DUTY 1: Plans, organizes, and directs the activities of 83 NOS/CYO flight, ensuring that functional work area complies with legal and regulatory requirements and meets customer needs.
DUTY 2: Exercises supervisory personnel management responsibilities.
DUTY 3: Represents 83rd Network Operations Squadron with a variety of installation and functional area organizations.
DUTY 4: Performs studies and establishes plans of action for improving the efficiency of information technology applications.
DUTY 5: Functions as a senior technical advisor on enterprise services requirements and delivery for 875K users.

Qualifications
This is a GG-13 position in the Cyber Excepted Service (CES) part of the Defense Civilian Intelligence personnel System (DCIPS). The GG-13 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include:
Knowledge of a wide range of IT principles, concepts, and methods for integrating information network components sufficient to plan, coordinate, and administer computer network and optimize network performance; knowledge of policy and planning formulation process along with its missions and objectives to prepare IT policies and plans. Knowledge of communication methods, principles, and concepts that support the network infrastructure. In addition, knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements; knowledge of system architecture, integration techniques, and testing methods.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of IT principles, concepts, and methods for integrating information network components sufficient to plan, coordinate, and administer computer network and optimize network performance; knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT policies and plans. Knowledge of communication methods, principles, and concepts that support the network infrastructure.
2. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements; knowledge of system architecture, integration techniques, and testing methods.
3. Knowledge of information technology (IT) security principles and methods (e.g., firewalls, demilitarized zones, encryption); safety and security regulations, practices, and procedures; security practices for ensuring the safeguarding of classified information.
4. Skill in applying methods and practices for troubleshooting, recovering, adjusting, modifying, and improving network and systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology.
5. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgements; ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
7. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy; ability to gather facts and use effective analytical and evaluative methods to assess information to plan the sequence of actions necessary.
